I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> CASE # <br /> <br /> REQUEST FOR SITE PLAN APPROVAL; CASE OF KCI, INC. <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br /> Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from KCI, Inc. The <br />plan proposes to construct a 10,060 office and warehouse building on Lot 3, Block 1, Oakridge <br />Industrial Park. The following items are enclosed: <br /> <br /> a) Site location map <br /> b) Site plan <br /> c) City Staff review letter dated 4/25/97 <br /> <br />Observations: <br /> <br />The City will utilize tax increment funds to construct Sunfish Lake Court to provide public <br />access to the proposed facility. The site is zoned Industrial for which office/warehouse is a <br />permitted used. The proposed structure is within City Code requirements for lot coverage, <br />building height and architectural standards. The exterior walls are proposed to consist of a <br />combination of rock, smooth and broken face concrete block. The facility will be served by <br />sanitary sewer and municipal water. The structure meets or exceeds all required building <br />setbacks in the industrial district. In accordance with City Code, there will be a minimum of a <br />20-foot wide landscaped area along Sunfish Lake Court. The applicant is also proposing to <br />establish a combination of trees, shrubbery, and/or turf on the northwest and south property lines. <br />No screening is required from adjacent industrial parcels. City Code requires one off-street <br />parking space for every employee on the maximum working shift and one off-street parking <br />space for every 200 square feet of office space. In the case of KCI, 20 off-street parking spaces <br />would be required and 29 are proposed. All driveways, off-street parking areas and loading areas <br />are proposed to be surfaced with bituminous and finished with B612 concrete curb. The <br />submittal is deficient of a drainage and grading plan, lighting plan and waste storage plan if it is <br />to be outdoors. <br /> <br />Recommendation: <br /> <br />City staff recommends site plan approval contingent upon compliance with the City Staff Review <br />Letter dated April 25, 1997. <br /> <br />Commission Action: <br /> <br />Motion to recommend City Council approve the proposed site plan for KCI, Inc., contingent <br />upon compliance with the City Staff Review Letter, dated April 25, 1997. <br /> <br />Reviewed by: <br /> <br />Zoning Administrator <br />City Engineer <br /> <br />PC: 05/06/97 <br /> <br /> <br />
