of years. It is doubtful any contractor would be willing to invest in the purchase of equipment
with only the surety of 40 hours of work over the winter period. Nevertheless, finding the right
contractor with proper equipment could be an alternative to providing Ramsey with quicker snow
removal.

Finally, if it is desired to plow all cul-de-sacs within the four-hour period, it is estimated that the
number of cul-de-sac routes would need to be doubled from six (proposed for 1997/1998 season)
to twelve. Staff would propose that all the additional routes would be contracted at a cost of
$65/hr. for labor and equipment for a total increased cost of $15,600 (6 routes x 4 hrs./route x 10
storms/season x $65/hr.). tn addition to these direct costs, additional Staff time will be required
to locate, hire and orient the additional drivers. Also, all drivers, regardless of whether they are
temporary City employees or contractors, must take part in the random drug and alcohol
sampling program.

Committee Action:

Based on discussion.

Reviewed by:
City Engineer
Acting City Administrator
Finance Officer
Fire Chief

RB: 11/18/97
