Holding tanks may be allowed only as <br />replacements £or existing non-conforming urban service area <br />systems and only where it can conclusively be shown that a <br />standard or approved alternative system cannot be £easib]y <br />installed, or where holding t~nlcs can be demonstrated to be more <br />economics] than alternative systemn. <br /> <br />Oonsf~-action~ A holding t~nk shall be constructed of the <br />same materials and by the same procedures as those <br />specified for watertight septic faults, except that there be no. <br />outlet pipe. <br /> <br />Access. A clean out pipe of at least 6 inches diameter shall <br />extend to the ground surface and be provided with seals to <br />prevent odor and to exclude insects and vermin. A manhole <br />of at least 20 inches in dimension shall extend to a point <br />within '12 inches, but no closer than 6 inches, below finished <br />grade. The m~nhole cover shall be covered with at least 6 <br />inches of earth. <br /> <br />Depth of Bury. The t~nk shall be protected against floatation <br />under high water table conditions. <br /> <br />Capacity. For a dwelling, the size shall be 2,000 gallons or <br />400 gallons times the n-tuber of bedrooms, wtfichever is <br />greatest. For permnnent structures other than dwellings, <br />the capacity shall be based on measured flow rates or <br />estimated flow rates. The t~nk capacity shall be at least 5 <br />t~mes the daily flow rate. <br /> <br /> Location- Holding t~nks shall be located: <br />a) In an area readily accessible to the pump truck under <br /> nil weather conditions; <br />b) As specified for septic ta~k.~; <br />c) V~rhere accidental spillage during pumping will not <br /> create a 'nuisance. <br /> <br />Water Meter. A water meter shall be required with all <br />holding tanks to measure the flow to all pl~mbing fixtures <br />except the outside sillcocks, l%eadings shall be submitted at <br />least quarterly to the p~rnper and the council, l{eadings <br />shall be used to establish the amount of sewage p~mped sand <br />hauled. <br /> <br />Contract.
