CASE #3

ANOKA COUNTY REPORTS TRAFFIC SIGNAL WARRANTS
HAVE BEEN MET FOR C.R. #116 AND DYSPROSIUM
By: Steve Jankowski, City Engineer

Background:

Attached is a letter from Randy Bettinger of Anoka County Highway Dept. indicating the results
of a signal warrant study done on November 7, 1997 at the C.R. #116/Dysprosium-Thurston
intersection. The study indicated that the intersection is warranted for the installation of traffic
signals having met two of the ten applicable warrants. This intersection will be considered along
with 21 other County locations on the attached list. It is anticipated that four or five of the
warranted intersections will be selected for signalization in 1998. It is most likely that
intersections having a history of accidents correctable by signalization will be selected.
Although there have been five accidents at this intersection in 1997, none have been categorized
by the County as being correctable by signalization. A decision of those intersections selected
for signalization is expected by the County Public Works Committee in February. The City
share of the estimated $150,000 installation cost would be $56,000. Also, the local municipality
is responsible for the maintenance costs. Since this is on the border with the City of Anoka,
some further discussion will need to take place on this issue.

Recommendation:

Review accident history of intersection and issue a letter supporting the installation of the traffic
light at the earliest opportunity is recommended.

Committee Action:

Direct letter of support.

Reviewed by:

City Administrator
Finance Officer
Police Chief
Public Works Director

R&B: 12/16/97
