CASE <br /> <br /> REQUEST FOR FINAL PLAT APPROVAL OF <br />CHESTNUT RIDGE 2ND ADDITION; CASE OF GOOD VALUE HOMES <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Good Value Homes is requesting final plat approval of Chestnut Ridge 2nd Addition. The <br />preliminary pla~ approved in August of 1994 consisted of 65 acres proposed to be developed with <br />municipal water and sanitary sewer and subdivided into 73 single family lots. Good Value is <br />seeking to f'mai plat the first 29 lots at this time. The following items are enclosed for your <br />information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed final plat <br />City Staff review letter dated January 3, 1996 <br />Proposed resolution for final plat approval <br />Proposed development agreement <br /> <br />Observations: <br /> <br />The first leg of the extension of Sunwood Drive through the area preliminary platted as Chestnut <br />Ridge 2nd Addition is provided for. None of the lots in this phase will have direct access onto this <br />MSA road and in accordance with Staffs recommendation, the street extending south off of <br />Sunwood Drive has been platted as a through street rather than an 'eyebrow'. <br /> <br />The development agreement does put the Developer on notice that if the City's Transportation <br />Impact Fee is implemented by April 15, 1996, this plat will be subject to those fees. <br /> <br />It is apparent that the development will occur in phases and the City should be provided with a <br />copy of the phasing plan. <br /> <br />The developer is proposing to install the public improvement as a private project with no financial <br />participation on the part of the City. This plat contains a 600 foot segment of Sunwood Drive. <br />The City is currently preparing plans and will construct Sunwood Drive in 1996 for a distance of <br />0.9 miles, including this segment. The Developer is being required to pay the equivalent amount <br />of a residential street section trhough this section of the plat and also for the extension of an eight <br />inch watermain which will be included with the Sunwood Drive project <br /> <br />The plat was reviewed by the Park Commission on August 11 and it was determined that park <br />dedication shall consist of a cash payment. The Park Commission also requested that the <br />developer construct an off-roadway path parallel to Potassium St. N.W. for pedestrians and <br />bicyclists. This path construction in transportational in nature and is not park dedication eligible. <br />This off-roadway path was also planned for along Potassium Street outside the plat boundaries of <br />Chestnut Ridge 2nd Addition. The Park Commission is requesting that the developer construct the <br />off-roadway path outside the plat boundaries of Chestnut Ridge 2nd Addition running south to <br />143rd and west to Emerald Pond Park. In this phase of Chestnut Ridge 2nd Addition, the <br />Developer would be required to construct the off-road trail from Potassium Street on the south side <br />of 146th, south to 143rd and west to Emerald Pond Park. The off-road trail construction north of <br />146th would be required when the remainder of Potassium Street is platted and constructed. The <br />cost of path construction outside the boundaries of Chestnut Ridge 2nd Addition would be credited <br />towards the cash payment due for park dedication in Chestnut Ridge 2nd. <br /> <br /> <br />
