Schroeder, City Administrator <br /> <br />Background: <br /> <br />At the December 12, 1995 meeting, Council adopted a resolution declaring goals for life- <br />cycle and affordable housing. At that meeting it was discussed that the Met Council had set <br />a benchmark for Ramsey of a 75/25% owner/renter mix with 33-35% of all housing as <br />non-single family. Council adopted a 90/10 mix with a 10% goal for non-single family <br />within that portion of the community in the MUSA and not currently platted or having <br />received preliminary plat approval. Council directed that this be revisited in January. <br /> <br />Enclosed is a map of the southeast portion of the community which includes the entire <br />urban service area. Within this area are sixteen different tracts of land that are currently not <br />developed. These tracts have an estimated 594 acres of developable land. As the <br />corresponding chart shows, it is projected that on this land can be built 1,337 single family <br />homes at densities of 2.25 units/acre. <br /> <br />We have attempted to project where, within these tracts, it is most likely that housing <br />densities greater than 2.25/acre could reasonably occur. In so doing, we are projecting 362 <br />units of medium density housing (far right column). If that occurs, our non-single family <br />housing stock would increase to 613 units of a total 6,295 housing units. This would <br />equate to a total of 9.74% of total housing within the entire community or 23.5% of <br />housing units yet to be platted within the MUSA. <br /> <br />Currently, Ramsey has 251 units classified as non-single family (mobile home, duplex, <br />townhome, or apartment). That is 5.28% of our total housing stock. The above potential <br />increase to 9.74% would continue to place Ramsey well below the norm of other Metro <br />Area communities, as would the goal set at the December meeting. The current City <br />Council goal (passed in December) appears to be approximately 140 additional non-single <br />family units which probably results in a total of 391 non-single family units community <br />wide, or 6.32% of the total build-out of 6,188 housing units at some point in the future (all <br />of this assumes no future growth outside of the MUSA and no expansion of the MUSA). <br /> <br />Current Council Goal: 10% MUSA growth which equates to 6.32% Citywide <br />Potential Goal: 23.5% MUSA growth which equates to 9.74% Citywide <br /> <br />Proposed Council action is to either confirm your previous action or to amend the <br />December action pursuant to the above. <br /> <br />Council Action: <br /> <br />Motion to set a housing goal for non-single family housing pursuant to the Metropolitan <br />Livable Communities Act that the City will encourage the construction of non-single family <br />housing in the amount of % of future housing development within the Urban <br />Service Area. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />CC: 01/09/96 <br />/jmt <br /> <br /> <br />
