I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FEDERAL OMNIBUS TRANSPORTATION EMPLOYEE TESTING ACT AND <br />RELATED REGULATIONS IMPLEMENTATION POLICY <br /> By: Linde Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />At its December 12th meeting, the City Council adopted a preliminary policy to implement the <br />Federal Omnibus Transportation Employee Testing Act. Effective January 1, 1996, the Act <br />applies to all City of Ramsey employees performing duties that require a Commercial Driver's <br />License (CDL) and all applicants for positions that require a CDL. Currently there are seven <br />regular full-time employees and five seasonal/temporary employees subject to these regulations. <br /> <br />The attached policy, which was adapted from one developed by the City of Brooklyn Park and <br />used since January 1, 1995, is being presented as the final policy. It has been reviewed and <br />modified for adoption by a number of TUG cities. It has been forwarded to City Attorney Bill <br />Goodrich for his review and comments. <br /> <br />The preliminary policy was forwarded to AFSCME Local #2454 for review and, as of the date of <br />this writing, no comments have been received. <br /> <br />Staff Recommendation: <br /> <br />Staff recommendation is for Council adoption of the attached Federal Omnibus Transportation <br />Employee Testing:Act and Related Regulations Implementation Policy, contingent upon the City <br />Attomey's review. <br /> <br />Committee Action: <br /> <br />Motion to recommend Council adoption of the Federal Omnibus Transportation Employee <br />Testing Act and Related Regulations Implementation Policy, contingent upon the City <br />Attorney's review. <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Finance Officer <br />City Attorney <br /> <br />Copies also distributed to: <br />AFSCME Local #2454 <br /> <br />PC 01/09/96 <br /> <br /> <br />
