I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FIRE DEPARTMENT WAGES/OFFICERS FOR 1996 <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />On October 11, 1994, the City Council approved Fire Deparunent wages for 1995 and <br />1996, and Officer stipends for 1995. The minutes from the Personnel Committee meeting <br />of that evening are attached for your review. The increment pay for incident calls was <br />increased at that time from $5.00 to $6.85 for 1995, and $7.20 for 1996. This pay was <br />provided for in the 1996 budget but requires formal Council approval. <br /> <br />In addition to the above, the 1996 budget allowed for an inca'ease in stipends for the Officer <br />positions as follows: <br /> <br />Position <br /> <br />Chief $1,200 $2,100 <br /> <br />Assistant Chief 840 1,470 <br /> <br />Captain (@ two) 480 735 <br /> <br />Lieutenant (@ two) <br /> <br />240 480 <br /> <br />Training I80 525 <br /> <br />Secretary 180 315 <br /> <br />There are 31 other Stanton Group Five, Six and Seven cities that reported volunteer Chief <br />stipends in the same format as Ramsey for 1'995. Those cities ranged from $500 to <br />$8,280/year in compensation for this position over the call or increment pay. The average <br />for this group was $3,315/year. The midpoint was $3,000. The recommended stipend <br />level would l~lace the Ramsey Chief in a position of 21st, of a total 32 cities. While the <br />goal of achieving the midpoint has not been reached at the recommended stipend, <br />significant strides will have been made toward this end in both 1995 and 1996. The total <br />cost for Officer stipends the past few years has been as follows: <br /> <br />1993 $1,500 <br />1994 $2,640 <br />1995 $3,720 <br />Proposed 1996 $5,625 <br />Projected 1997 $9,772(achieves projectedmidp~n0 <br /> <br />If the recommendation is at an acceptable level, then the balance of the positions are <br />recommended at a rate which represents a percentage of the Chief wages as is discussed in <br />the October 1994 minutes. <br /> <br />I have also included the Chief recommendations for officer assignments with this case. I <br />recommend approval of same. <br /> <br /> <br />
