I <br /> I <br /> I <br /> ! <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br />Case #5: Introduce Ordinance to Amend City Code Regarding Construction <br /> Work Hours <br /> <br />Zoning Administrator Frolik stated that on September 26, 1995, Council reviewed a proposed <br />ordinance to amend City Code to change the permitted construction work hours from 6:00 a.m. to <br />10:00 p.m. to 7:00 a.m. to 10:00 p.m. with language to allow for a 6:00 a.m. start time under <br />extenuating circumstances. As Council directed, the proposed ordinance has been further amended <br />to include language that would allow Sunday construction activity by individual homeowners. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to introduce the <br />ordinance mending City Code regulations for construction work hours. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Zimmerman. <br />Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #6: Proposed Policy for Temporary Structures in Emergency Situations <br /> <br />Zoning Administrator Frolik summarized a situation where an applicant was requesting the use of a <br />mobile home on a temporary basis until the principal structure on the property was repaired of f'n'e <br />damage. At the time, Council noted the need for expediency in these types of situations and <br />directed staff to draft a policy wherein permits for temporary structures could be issued <br />administratively by staff in emergency situations. Ms. Frolik presented a draft policy for Council. <br />review. She pointed out that the permit would be good for 90 days and eligible for one 90-day <br />extension, provided satisfactory progress is being made on reparation of the previous structure. <br />Any extensions beyond the initial 180 days would go before Council for approval. She <br />recommended a financial guarantee be required in the amount of $500. <br /> <br />Motion by Coun¢ilmember Peterson and seconded by Councilmember Beahen to adopt the policy <br />entitled "Provisions for Temporary Structures in Emergency Situations". <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Zimmerman. <br />Voting No: None. Absent: Councilmember Beyer. <br /> <br />Motion by Coun¢ilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />g05-10-240 establishing a financial guarantee in the amount of $500 for emergency temporary <br />structure permits. <br /> <br />Motion carried Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Zimmerman. <br />Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case ~7: Industrial Park Marketing Services <br /> <br />City Administrator Schroeder stated that, in the past, the City has not been interested in working <br />with brokers in the marketing of the City's business attraction program. The City of Anoka has <br />had a relationship with a broker for the past two years. Anoka Electric Cooperative is soliciting <br />proposals from brokerage fa'ms and staff has been having discussions with the same fh-ms AEC is <br />considering. Tho mind set is that the two parks should be jointly marketed. Mr. Schroeder stated <br />that staff believes there is a reason to consider marketing services and presented preliminary <br />proposals from United Properties and Welsh Companies. One of these firms will allow the City to <br />continue its own marketing efforts without being subjected to a brokerage fee. The restriction <br />would be that it would be an exclusive arrangement, wherein prospects brought due to their efforts <br />would result in a fee being paid. The advantage is that a national brokerage finn would be working <br />on our behalf in the meantime.
