I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br />CASE <br /> <br />REVIEW iPROPOSED ORDINANCE TO AMEND CHAPTERS 5 AND 9 OF <br />RAMSEY CITY CODE REGARDING PARKING AND STORING VEHICLES <br />AND EQUIPMENT IN RESIDENTIAL DISTRICTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Per Council's '.direction, the Planning Commission has been working for several months to draft an <br />ordinance to amend the City Code to make allowances for parking and storing eommerdal vehicles <br />in Residential districts. Those draft ordinances are enclosed for review. <br /> <br />Notification: <br /> <br />All persons reca~ed in a_ttendanee at the various workshops and meetings on the parking and <br />storing ofeommemial vehicles were notified all Planning Commission and City Council meetings <br />in which this subject would be on the agenda. These interested residents were also notified of the <br />public hearings held on Sanuary 2 and January 10. The public hearings were also advertised in the <br />Ram~y Resident newsletter and in the Anoka Union. <br /> <br />Observations: <br /> <br />In the process of reviewing storage of commemqal vehicles and equipment in residential districts, <br />the issue of outdoor storage of junk or inoperable vehicles also became an item of discussion. <br /> <br />The ordinance amendments basically establish the following regulations: <br /> <br />Any number of licensed, operable, private use motor vehicles and 1 unlicensed, <br />operable, private use motor vehicle may be stored outside on a paved or gravel <br />surface. <br /> <br />Any number of private use equipment used for private purposes may be stored <br />outside. <br /> <br />c. Any number of commercial vehicles and equipment may be stored indoors. <br /> <br />Any number of commercial vehicles and equipment may be stored outdoors if they <br />are stored on a paved or gravel surface and are 75% screened from the public road <br />or adjacent neighbors. <br /> <br />No junk automobiles, licensed or not, may be stored outdoors. <br /> <br />Recommendation: <br /> <br />The Planning Commission reviewed the comments received at the public hearing, made some <br />changes to the prOposed amendment, and recommended that City Council adopt the ordinance. <br /> <br />Council Action: <br /> <br />Motion to: <br />Introduce Ordinance g06- and Ordinance g96- to amend Chapters 5 and 9 of the <br />Ramsey City Code regarding the parking and storing of private and commercial use <br />vehicles and equipment and junk automobiles. <br /> <br />CC: 1/23/96 <br /> <br /> <br />
