!
,!

!

In my tenure here, staff has not made a recommendation to seat a particular candidate for a
Commission seat. Certainly, to make a recommendation other than that of the Commission it
affects is a difficult position to be in. However, I believe because of the process that has just
occurred and the emotions involved, that needs to be done.

It is my recommendation that Reid Droegemueller be appointed to the vacant seat. Reid has been a
long-term resident of the City and has been active in recreational programming for quite some time.
The Commission does not currently have a commissioner with Reid's unique experience. He has
also expressed an interest in a Commission seat in an on-going fashion since at least 1994 (and
perhaps 1993). I believe Reid can also assist in the ongoing effort to improve relationships
between RYAA and the City of Ramsey better than anyone else can at this time. That, of course, is
of utmost importance to the Community and this organization.

I also believe thai after the staff review of this process, if more than seven Commission seats are
designated, the City should re-advertise the vacancies and automatically pull forward the current
candidates for consideration should they continue to be interested in this position.

Finally, I recommend that if Mr. Hetland is not re-appointed at this time, Council recognize his
eighteen years of volunteer service to this community in some proactive manner.

Committee Action:

Motion to direct staff to review the Commission appointment process pursuant to the above.

Motion to recommend filling the vacancy in the Park and Recreation Commission.

Reviewed by:

Copies also distributed to:

City Administrator
Administrative Services Manager

Parks/Utilities Supervisor

PC: 02/13/96

/jmt
