February 12, 1996 <br /> <br />Brian Kelly <br />16358 Coquina St. NW <br />Ramsey MN 55303 <br /> <br />Ramsey City Council <br />15153 Nowthen Blvd. NW <br />Ramsey MN 55303 <br /> <br />Dear City Council: <br /> <br />I have received the Notice of Public Heating for City Project #96-05. I am unable to attend so I am sending <br />you my comments. <br /> <br />I don't see how this could be an improvement project considering that after one or two months nobody will be <br />able to see that anything was done to the street. To me this is a maintenance project and not an improvement <br />project. Can maintenance projects be assessed? I went to the library to look up the State Statutes that were <br />sited in your Notice:of Public Hearing and I did fred that Statute 429.11 was repealed in 1953. <br /> <br />If you really want to improve Coquina St., a couple of catch basins placed at the low point in front of my <br />house would be a big improvement. Every winter when we get a few warm days I get a pond at the end of my <br />driveway that goes all the way across the street and is about 6"-8" deep. There was a swale dug across the <br />front of my yard when the street was paved but it is just to flat. It does not even drain very well in the summer <br />and in the winter with the snow it does not drain at all. The pond that forms whenever any snow melts makes <br />it very difficult for us to get our mail plus my daughter has to wade through it to catch her bus. Not only is it <br />inconvenient for us but it is a safety hazard for everybody once it refreezes. <br /> <br />I have to call the city every year to get somebody out here to try to get the street to drain. Then a plow will <br />show up and push some snow around and then they leave. Sometimes the street will drain after that but most <br />of the time that does not help. <br /> <br />I had called Gerry Bauer the developer, Peter Raatikka at Hankanson, Anderson and Assoc. the city's <br />consultant, and the City of Ramsey within days after the street was paved and told them that this was a poor <br />design. I had asked why they could not put in catch basins in front of my house like they had put at the comer <br />south of me. I was told by the City that it would cost the developer money and he would object. It seems to <br />me that the City should set the design standards and if the developer does not like it then the City does not <br />have to approve the plans. <br /> <br />I am knowledgeable about road design and drainage. I am a road designer for the MN Dept. of Transportation <br />with my specialty being storm sewer and culvert design. <br /> <br />Another improvement that could be made to Coquina St. is putting up a couple o£stop signs. One could be <br />put were Coquina T'sjust after you come offofCo. Rd. 5 and also at 165th Lane NW. Maybe <br />this would slow people down. There are many children in the Oak Run Development. <br /> <br /> <br />
