I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1996 ANNUAL STREET MAINTENANCE PROGRAM <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Previous to this case, public hearings will have been held on Improvement Project Numbers 96-01 <br />through 96-15, which will comprise the 1996 Annual Street Maintenance Program. The City performed <br />its first sealcoating work in 1981 and has had an annual program for addressing the routine maintenance <br />needs of its paved streets since that time. A history of the City pavements and maintenance program is <br />attached. The City has a considerable investment in the nearly 125 miles of paved roadway for which it <br />is responsible. It is estimated that the replacement cost excluding curb, gutter, drainage, and turf <br />restoration approaches $10 million. <br /> <br />In order to preserve the investment in its bituminous pavements, the City has a goal of applying a <br />sealcoat to any new pavement or overlay after a period of five years and to reseal or overlay as needed at <br />seven year succeeding intervals. The City has not been able to achieve this goal in recent years due to <br />budget constraints and the large amounts of pavement which has come due for periodic maintenance as a <br />result of the large paving programs of the early 1980's. <br /> <br />This years program consists entirely of crack filling followed by sealcoating of over 20 miles of streets. <br />The 1996 program consists of 15 individual projects which have been aggregated by individual <br />subdivisions. Project #96-07 is a combination of two adjacent subdivisions which have similar lot sizes <br />and pavement conditions. Projects #96-06, #96-10, and #96-12 are unplatted areas having relatively <br />similar lot sizes, Project #96-11 consists of two platted subdivisions and unplatted lots which are <br />adjacent. Here again, the lot sizes among the properties within the project designation are relatively <br />similar. Two projects, Project #96-14 and #96-15 are proposed to be financed differently from the <br />others. Project #96-14 represents a contiguous project area which has largely differing lot sizes. Project <br />#96-15 includes the maintenance needs of 161st Lane, west of County Road #83 and is unique in that <br />0.65 miles of roadway has the ability to assess only eleven parcels, in part due to large comer lots which <br />had been previously assessed on the other lot frontage. Both Projects #96-14 and #96-15 are proposed to <br />be assessed the average 1996 program unit charge. <br /> <br />Council Action: <br /> <br />Following the public hearing, the Council should direct any revisions to the feasibility study it deems <br />necessary as a result of the comments made at the public hearing, as the feasibility study will serve as the <br />basis for determining the work to be performed and the method in which costs will be assessed. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />Finance Officer <br /> <br />CC: 02/13/95 <br />/ccr <br /> <br /> <br />
