I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />c,s . #/q <br /> <br />By: <br /> <br />REQUEST TO REZONE CERTAIN PROPERTY FROM INDUSTRIAL <br /> TO R-1 URBAN RESIDENTIAL; CASE OF GOOD VALUE HOMES <br /> City Administrator Ryan Schroeder & Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Good Value Homes has submitted a request to rezone approximately 85 acres located east of <br />Ramsey Blvd. and north of Industry Avenue from Industrial to Residential. <br /> <br />Noti fi cation: <br /> <br />State Statute requires notification of the rezoning public hearing to persons owning property within <br />350 feet of the subject property. Staff notified persons within 400 feet of the subject property of <br />the public hearing conducted by the Planning Commission on January 10, 1996. <br /> <br />Observations: <br /> <br />The plat that has been submitted proposes to develop the entirety of the property with single family <br />homes. To do so, will require rezoning the property to R-1 Urban Residential. <br /> <br />The City is currently in the process of updating the land use element of the Comprehensive Plan. It <br />was proposed by Council on March 13, 1995 that the vast majority of the subject property will be <br />slated for development with mixed residential uses. <br /> <br />The Planning Commission conducted a public hearing on January 10, 1996 and recommended <br />approval of the rezoning. <br /> <br />The City Council met on January 23, 1996, adopted f'mdings of fact and introduced an ordinance <br />to rezone the property to R-1 Urban Residential. The Council also requested that the following <br />information be provided by City Staff: a) Planning Commission public hearing and regular <br />meeting minutes regarding the rezoning and preliminary plat of Pondview; b) City Council <br />minutes reflecting the Council's desire to have property on the north side of C.S.A.H. gl 16 slated <br />for development with mixed residential uses; c) Percent of residential versus industrial property in <br />Ramsey and how that compares to other communities; d) Valuation of residential versus industrial <br />in Ramsey and how that compares to other communities. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />e) <br />f) <br />g) <br /> <br />h) <br />i) <br /> <br />Site location map <br />Proposed plat <br />City Council meeting minutes dated March 13, 1995 <br />Planning Commission public hearing and regular meeting minutes dated January <br />10, 1996 <br />Memo dated 1/30/96 regarding commercialfmdustrial market values <br />Memo dated 2/6/96 regarding land use comparisons <br />Commercial/industrial value comparison prepared by North Metro Mayors <br />Association <br />Findings of Fact <br />Proposed ordinance <br /> <br /> <br />
