PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramgey Planning Commission conducted a public hearing on Wednesday, January 10, 1996 <br />at the Ramsey Municipal Center, 15153 Nowt. hen Boulevard N.W., Ramsey, Minnesota to hear <br />input regarding a request to rezone certain property from InduStrial to R-1 Urban Residential; case <br />of Good Value Homes. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commi.~sioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />ChaLrperson Bawden called the public hearing to order at 7:49 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik reported that Good Value Homes is in the process of platting <br />Pondview. The plat consists of approximately 85 acres located east of Ramsey Boulevard and <br />north of Industry Avenue, and is proposed to be platted into 148 single family lots. The property <br />is currently zoned Industrial and, therefore, needs to be rezoned residential. <br /> <br />CITIZEN INPUT <br /> <br />Terry Hendriksen, 15631 Ramgey Boulevard N.W. - commented that his fn'st reaction was that <br />residential is preferable to industrial. However, recalling the Planning Commission's review of the <br />Comprehensive Plan, he stated it was their intent to zone this are.~ business warehouse in order to <br />serve as a buffer between C.R. #116's traffic and the residential area to the ninth. He felt that such <br />would accom~ the neighbors' fears of getting a steel mill next to them. He remarked that <br />putting high--density residential in this atv.~ would also make it difficult to extend C.R. #116 as <br />outlined in the upcoming Comprehensive Plan Amendment. Mr. Hendriksen stated that it makes <br />sense to have commercial property. He reminded the Planning Commission of the planning error <br />which occtared with the development of Flintwood Hills, stating that after placing high density <br />residential along Thurston Avenue, the Traffic Plan could not be implemented because the <br />residential area wouldn't have it. He reiterated that the Traffic Plan for C.R. #116 would be much <br />more difficult to implement ff this down zoning is allowed.
