REQUEST <br /> <br /> CASE # I <br />FOR SITE PLAN APPROVAL OF LANDMARK COMMUNITY BANK; <br /> CASE OF KKE ARCHITECTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />KKE A_rchitect~ have been retained by Johnson Holdings in Isanti to prepare a site plan for a 2,500 <br />square foot bank (Landmark Community Bank), to be constructed on the historic town hall site on <br />Trunk Highway g47. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated January 31, 1996 <br />Proposed Development Permit <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to public hearings. In addition, the surrounding parcels <br />are zoned for Commercial uses and this development would have no peculiar impact on any <br />adjacent property. Therefore, no notice of the pending development to adjacent parcels was <br />deemed necessary. <br /> <br />Observations: <br /> <br />Through preparation of the site plan, it became apparent that the current north property line extends <br />into what should be the fight-of-way for 142nd Avenue N.W. It was also anticipated that Mn/DOT <br />would require additional right-of-way along T.H. g47. In negotiating for redevelopment of this <br />site, the City agreed to replat the property to correct the 142nd Avenue and T.H. g47 rights-of-way <br />and separate th6 old town hall onto its own parcel. <br /> <br />The proposed.project meets City Code requirements for zoning, lot coverage, setbacks, <br />architectural s~ndards, off-street parking, access, pavement and curbing. The plan needs to be <br />modified to ideotify the location and construction materials for a screened waste storage area. <br /> <br />City Code requ, ires a 20 foot wide landscape area adjacent to all public roads. City Staff and the <br />Planning Commission support a reduction in the dimensional requirements for the landscaping in <br />order to achieve the more important fight-of-ways necessary for 142nd Avenue and T.H. #47. <br /> <br />Drainage will be conveyed to a detention pond in the northeast comer of the site. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommend site plan approval. <br /> <br />Council Action: <br /> <br />Motion to: <br />Grant site plan approval to KKE Architects for the Landmark Community Bank facility. <br /> <br />Review Checklist: City Engineer <br />CC: 2/27/96 <br /> <br /> <br />
