Box 250 <br />Isand, Mn 55040 <br /> <br />Re: Landmark Community Bank <br /> <br />Dear Mr. Johnson: <br /> <br />We are in receipt of a Site Plan consisting of (1) sheet dated January I6, 1996, drawn by <br />Korsunsky Krank Erickson Architects, Inc. The plan proposes to construct a bank on the west <br />side of T.I-L g47 at I42nd Avenue N.W. We are aim in receipt of Building Elevations consisting <br />of one (I) sheet also prepared by Krosunsky Krank Efickson Architects, Inc. and dated January <br />I6, 1996; a Preliminary Grading a_nd Drainage Plan consisting of one (1) sheet prepared by <br />Pumam Consultants P.A., dated January 16, 1996; and a one (1) sheet Landscape Plan dated <br />January 15, 1996, prepared by Markell Laberee Design Group. We offer the following comments: <br /> <br />Property History.;: The subject site is the current location of Ramsey's Old Town Hall and the <br />former public works building. In preparation of the site plan, it became apparent that the current <br />north property line extends into what should be the fight-of-way for i42nd Avenue N.W. It is <br />also anticipated that MnDOT will require additional fight-of-way along T.H. g47. In negotiating <br />for redevelopment of this site, the City has agreed to replat the property to accomplish the <br />following: a) separate the Old Town Hall onto its own lot of record; b) dedicate appropriate right- <br />of~way to 142nd Avenue N.W.; c) De&icate additional right-of-way to T.H. 4i47. <br /> <br />Trunk Highway g4_7 Right-Of-Way: The site plan proposes dedicating an additional 12 feet of <br />right-of-way, bringing the total right-of-way width to 45 feet west of T.H. ~7 centerline. This is <br />consistent with the right-of-way width dedicated immediately to the south. Combined with the 75 <br />feet of fight-of-way dedicated east of centerline, the trank highway has a total right-of-way of 120 <br />feet. This width is adequate to accommodate the long term road section requirements identified in <br />the current T.H. #47 Corridor Study. However, there would not be adequate right-of-way to <br />accommodate a pedestrian/bicycle trail adjacent to the highway. It is recommended hhat the site <br />plan be modified to add a trail along the southern boundary of the historic town hail property and <br />along the wetland. This trail should then run along the south side of 142nd Avenue to provide a <br />crossing opportunity at T. H. <br /> <br />Zoning: The site is zoned B-1 Business for which a bank is a permitted use. <br /> <br />Lot Coverage:_ The site is approximately 1 acre or 44,024 square feet in size. Lot coverage is <br />restricted to 35% or 15,408 square feet. The proposed size of the principal structure is 2,500 <br />square feet, which is in compliance with City Code. A possible future expansion of 1,500 square <br />feet is noted on the site plan.
