I <br />I <br />I <br />! <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST <br /> <br />FOR SITE PLAN APPROVAL OF LISTUL INDUSTRIES; <br /> CASE OF SHARP AND ASSOCIATES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Sharp and Associates have been retained by Listul Industries to prepare a site plan for their new <br />facility to be c0nstmcted on the west side of Sunfish Lake Blvd., just north of the railroad tracks. <br />The office-warehouse facility is proposed to be 19,690 square feet in size. The following items are <br />enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated January 31, 1996 <br />Proposed Development Permit <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to public hearings. In addition, the surrounding parcels <br />are zoned InduStrial and this development would have no peculiar impact on any adjacent industrial <br />property. Thorefore, no notice of the pending development to adjacent parcels was deemed <br />necessary. <br /> <br />Observations: <br /> <br />The site is proposed to have one access on McKinley Street N.W. and one on Sunfish Lake Blvd <br />N.W. The plan has been forwarded to the Anoka County Highway Department for review and no <br />response has b,~en received to date. <br /> <br />The proposed project meets City Code requirements for lot coverage, setbacks, architectural <br />standards, landscaping, design and number of off-street parking and driveways, waste storage, <br />and loading areas. <br /> <br />The proposed outside storage area exceeds the 10% of lot area restriction established by City Code. <br />The developer indicates a willingness to establish a substantially landscaped berm along McKinley <br />Street to screen, the outdoor storage yard. In lieu of the heavy equipment that will be maneuvering <br />in the outside storage yard, the developer is proposing to surface this area with Class 5 rather than <br />bituminous. <br /> <br />A majority of the runoff is proposed to be directed to a detention pond in the western comer of the <br />site. An outlet from this pond will be constructed to the storm pipe along the west side of Sunfish <br />Lake Blvd. as Part of a larger City storm sewer project. <br /> <br />Recommendation: <br /> <br />The Planning Commission reviewed the site plan on February 6 and recommended City Council <br />approval of same with a waiver to the 10% restriction on outside storage and a Class 5 surface in <br />the storage yard. City Staff also recommends site plan approval. <br /> <br />Council Action: <br /> <br />Motion to: <br />Grant site plan approval to Sharp and Associates for the development of a facility for Listul <br />Industries. <br /> <br />Review Checklist: <br />CC: <br /> <br />City Engineer <br />2/27/96 <br /> <br /> <br />
