Schroeder, City Administrator <br /> <br />CASE <br /> <br />Background: <br /> <br />You are all aware of the ongoing actions regarding the Minnesota Police Recruitment System and <br />the unfortunate circumstance that Ramsey has been a party to a lawsuit by virtue of the fact that we <br />have purchased police recruitment services through MPRS. In early February we received a <br />request from the MPRS attorney that Council pass the attached resolution approving the damage <br />and expense alloaation proposed by MPRS. We have also enclosed correspondence discussing <br />our concerns regarding the proposed cost allocations. <br /> <br />Effectively, if approved by Council, it appears Ramsey will be subject to 1.56% of all costs related <br />to the lawsuit dueto our population in relationship to the total MPRS population. We have argued <br />that the cost sharo is more appropriately borne by number of police officers by City or number of <br />officers hired through MPRS. Under the total number of officers, our share appears to be about <br />1.04%. I do not know our share based upon officers hired. I believe passage of the proposed <br />resolution will not subject the City to a cost beyond $15,000. It appears that costs will be at least <br />$12,000. No one, however, can provide a good estimate in that MPRS has not received the claim <br />for attorneys fees fi.om the plaintiffs.
