Jankowski, City Engineer <br /> <br />Backgroun . <br /> <br />On May 2.3, [.996~e Road and Bridge Committee presented a recommendation to implement a <br /> fee for City Council approved the recommendation. This <br />transportauon X[[lpact developers. The <br />fee would be utilized to offset costs for medal street improvements including accesses and <br />signalization where necessary that were caused by new development. The fee structure was <br />adopted at that May 23 meeting; however, there was not an ordinance in place that would allow <br />such a fee. <br /> <br />On November 14, 1995, City Attorney Goodrich presented an ordinance establishing a <br />developmental assessment fee on all new subdivisions. Council introduced this ordinance at that <br />time. This ordinance would establish a fee on all new subdivisions. In addition, a resolution was <br />proposed establishing a building permit fee on ail non-residential building permits and certain <br />residential building permits within the city. At the December 12, 1995 meeting, it was intended <br />that Council take final action on the impact fee issue. However, at that December 12 meeting, a <br />request was received from the Builders Association requesting a discussion prior to adoption of <br />these impact fees. Over the period of December and January, Staff met with representatives of the <br />Builders Association to discuss their concerns. As a result of these meetings, there was consensus <br />that an equitable' impact fee would allow a fair distribution of transportation costs among new <br />developing subcl[Visions and ensure that a particular subdivision would not bear an undue cost as a <br />result of an inopportune location. However, there was concern over the amount of the impact fee <br />to ensure that it was both adequate and reasonable. Staff has agreed to review the calculations <br />associated with the amount of the impact fee proposed. I am attaching some basic calculations <br />along with this case and will be prepared to discuss the details at this evening's meeting. <br /> <br />Council Action: <br /> <br />Motion to recommend Council adopt Ordinance g96-XX establishing a developmental assessment <br />fee on all new subdivisions. <br /> <br />Motion to recommend Council adopt Resolution g96-02- establishing a building permit fee for <br />all non-residential building permits and certain residential building permits issued within the City of <br />Ramsey. <br /> <br />Reviewed by: <br /> <br />City Engineer <br /> <br />CC: 02/27/96 <br /> <br /> <br />
