Voting No: Commissioner Thomd. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council approve the request from Good Value Homes to rezone the proposed plat of Pondview to <br />R-1 Urban Residential. <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />Further Discussion: Commissioner Deemer stated "we are making a recommendation to a political <br />body. We are bound to operate under roles, and the applicant has the fight to apply for this and I <br />find nothing to deny." Commissioner Thorud stated "I don't feel we have to go out of our way to <br />try to cater to these guys. He has the fight to develop, and we have the fight to say no." <br /> <br />Motion carried. Voting No: Commissioner Thomd. <br /> <br />Case #1: Request for Preliminary Plat Approval of Pondview; Case of Good <br /> Value Homes <br /> <br />Derek Passe, representative for Good Value Homes, reported that they attempted to achieve a trail <br />along the Waste Management property. He explained, however, that Waste Management is going <br />through some touchy negotiations with the MPCA and they didn't want to do anything to <br />jeopardize that agreement. <br /> <br />Discussion ensued regarding the proposed trail corridor. <br /> <br />Commissioner Deemer pointed out the necessity to acquire fight-of-way on 149th Avenue in order <br />to achieve 60 feet. He also expressed dissatisfaction with the exit on C.R. #56, suggesting that the <br />cul-de-sac be inverted to allow access out to 149th. If the access on C.R. #56 cannot be <br />eliminated, he recommended the installation of left turn, fight turn, and by-pass lanes for safety <br />purposes. <br /> <br />John Hovde, 14936 Limonite Street N.W. - stated that putting access on 149th Avenue would join <br />two communities when the City can attempt to keep them separate. <br /> <br />Commissioner Deemer stated that to require all the residents of this development to go out on <br />Ramsey Boulevard for only a short distance to get to Tom Thumb is a safety hazard. <br /> <br />Commissioner Terry suggested joining the two cul-de-sacs and eliminating the access altogether. <br /> <br />Commissioner Thorud inquired if there is to be berming along C.R. #116, and Mr. Passe replied <br />that there would be berming on both county roads. <br /> <br />Zoning Administrator Frolik added that the Parks Supervisor suggested that the one tree required <br /> <br />Planning Commission/January 10, 1996 <br /> Page 5 of 9 <br /> <br /> <br />
