I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />,I <br /> I <br /> I <br /> <br /> I <br /> I <br /> <br />CASE #: r-~ <br /> <br />REQUEST <br /> <br />FOR PRELIMINARY PLAT APPROVAL OF SUNFISH ESTATES; <br /> CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Peterson of Good Value Homes is requesting preliminary plat approval of Sunfish Estates. <br />The property is located on the southeast side of Sunfish Lake. <br /> <br />The plat consists of about 12 acres proposed to be subdivided into 25 single family urban <br />residential lots. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map & proposed Plat superimposed on site location map <br />Proposed preliminary plat, utility plan, grading plan <br />City Staff review letter dated February 16, 1996 <br /> <br />Notification: <br /> <br />In accordance with State Statute, property owners within 350 feet of the subject property were <br />notified of the public hearing for preliminary plat approval. <br /> <br />Observations: <br /> <br />The subject property is zoned R-1 Urban Residential for which single family urban lots is a <br />permitted use. <br /> <br />The plat is in the overlay district for Wetland #2-113, and as such, riparian (waterfront) lots are <br />required to 1~ 20,000 square feet in area and al/non-riparian lots are supposed to be 15,000 square <br />feet. All riparian lots in the plat exceed the 20,000 square foot area requirement. Good Value <br />Homes appli~ed for and received a variance from the Board of Adjustment to the minimum lot size <br />requirement for non-riparian lots. As platted, the non-riparian lots have an average size of 13,822 <br />square feet. The variance did not grant the developer the ability to plat any more lots than ff he had <br />strictly adhered to the minimum lot size requirement on a lot by lot basis. <br /> <br />A Grading Plan has been submitted and is generally acceptable. Suggestions for revising the <br />location of the sedimentation pond will be discussed with the Developer. <br /> <br />The Park Commission recommended that park dedication be satisfied by a cash payment with a <br />credit for p~th construction along the rear of Lots 14, 15 and 16. The intent of the path was to <br />provide for, a public overlook point on Sunfish Lake. The Planning Commission has <br />recommended that the City not require the development of this path segment as it would only be a <br />12 foot wide link to a substandard area of the lakeshore and would not provide for any quality <br />public purpose. The Commission went on to state that they feel that a path in this substandard <br />location could be an at~ractant for nuisances. The Developer will be required to construct a <br />transportation trail along Sunwood Drive, adjacent to the plat, which is not park dedication credit <br />eligible. <br /> <br /> <br />
