CASE # <br /> <br />ADOPT ORDINANCE AMENDING SUBDIVISION ORDINANCE TO <br />REQUIRE IMPACT FEES FOR ARTERIAL STREETS <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />On November 14, 1995, Council introduced an ordinance establishing a developmental assessment <br />fee on all new subdivisions. It was intended that Council take final action on this ordinance at the <br />December 12, 1995 meeting, however, a request was received from the Builders Association <br />requesting a discussion prior to adoption of these impact fees. Over the period of December and <br />January, staff me~ with representatives of the Builders Association to discuss their concerns. <br />There was consengus that an equitable impact fee would allow a fair distribution of transportation <br />costs among new developing subdivisions and ensure that a particular subdivision would not bear <br />an undue cost as a i'esult of an inopportune location. <br /> <br />On February 27, i996, Council was presented with the ordinance for adoption, a resolution <br />establishing a buil~ting permit fee, and also the basic calculations determining the fee. Council <br />voted to table action as they were uncertain as to whether this required a public hearing and was a <br />public hearing held. <br /> <br />Upon review with City Attorney Goodrich, he determined that the subdivision section of Chapter 9 <br />is the appropriate p~lace for this amendment and is not subject to public hearing requirements at the <br />Planning Commission level because it does not pertain to the zoning section of Chapter 9. <br /> <br />Based on that determination, staff is recommending adoption of the attached ordinance and <br />resolution. <br /> <br />Council Action: .(~ J)/~\ <br />Motion to adopt Ordinance g96-~ establishing a developmental assessment fee on all new <br />subdivisions. <br /> <br />Motion to adopt Resolution g06-03-~ establishing a building permit fee for all non-residential <br />building permits and certain residential building permits issued within the City of Ramsey. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Engineer <br />Finance Officer <br /> <br />City Administrator <br /> <br />CC: 03/12/96 <br /> <br />/jmt <br /> <br />l0 <br /> <br /> <br />
