I <br /> I <br /> I <br /> i <br /> <br /> I <br /> I <br />I: <br /> <br />TRANSPORTATION /2~PACT FEES <br />By: Steve Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />As new developments occur wSthln the City, an increase in traffic can be anticipated on <br />arterial and collector streets, some of~hich arc currently at a less than desirable level of <br />service. For example, T.PL ~47 has been identified as one such area of concern, and our <br />recent MUSA expansion includes area which is likely to contribute traffic to this arterial <br /> <br />In thc past, development agreements hay6 required specific improvement along major <br />roadways to bo installed by the developer. For example, the additional turn lanes required <br />by the State on T.I--L ~47 at <br />Lane for acce,s into Willow Ridge will be financed by the Willow Ridge development. <br />However, the developer aptly pointed out that these improvements would also provide <br />benefit to the properties associat~ with thc Sunny Ponds and Rarn~ey Meadows additions <br />which may also usc this access point onto T.I--I. g47. <br /> <br />At a recent Council workshop, it was suggested than an impact fee be contributed into a <br />fund which would £mance improvements over and above those required for the individual <br />subdivision. Thc impact fee system could function s~rn~lar to thc existing sewer and water <br />trunk funds. Staff is supportive of this concept. There would need to be some <br />consideration and direction by Council on thc following issues: <br /> a) dae amount of the impact fcc <br /> b) ~c relative unit charge to units other than singlc'f~mily units <br /> c) thc vehicle for establishing such a charge Cp.y ordinance or merely a <br /> declaration of policy) <br /> <br />.
