Case #2: Transportation Impact Fees City Engineer Jankowski reminded the Committee that a discussion was held at their last muting r~garding transportation impact fees. Consensus of the Committee was to pursue development of such a modification to thc City of R ~msey's current funding mechanism. Council concm-m:t and direc~ Staff to prepar~ the necessary documents for modifying our ordinances to adopt such a transportation impact f~ policy. Staff solicited material from other cities regarding such a fee. Cites such as Savage add a charge onto their building permiu. Councilmembcr Z~mmcrman smtsd he would support'the id~ of some of the charges b~ing on the building t:~rmit but felt that the devclopcr should should pay ail the charge. City Administrator Schro~er pointed out the policy on page 211 of the agenda and inquired if what Coundlmember Z~mmerman is saying is that he is in favor of such po[icy but with some of thc charge going to thc building permit_ Councilmember Zimmerman responded in the affirrrmtive. Mr. Schroeder inquired then ff Councilmember Zimmerman also agrees with the amount shown in the policy to which Councilmember Zimmerman replied, yes, it is not outrageous. Mr. J'ankowski stated that he did not recommend the amount being added t'o the building permit. Mr. £chroeder repeated that Councilmember Zimmerman has smd that the $500 .per residential unit looks fine but some of that charge should be on the building perrmt - predominant amount is on the developer, tie then suggested that maybe numbers shouldn't be put in the policy but in the rotes and charges instead. Mr. fankowski agree& Councilmember Zimmerman commented that attorneys have stressed the importance of jus~ying fees. Motion by CouncLImember Beahen and seconded by Councilmember Zimmerman to recommend Council adopt the proposed policy contingent upon redrafting language so that the dollar mounts are left out and placed in the rates and charges Iist instead and to direct the City Attorney to review City ordinances and prepare necessary ordinance change. Motion can'/eA. Voting Yes: Councilmembers Beahen and Zimmerman. Voting No: None. Case #3: Charge for Topographic Mapping City Engineer Jankowski st(ted that this case is ba~icalIy for informational purposes. He summarized that in 1994, the City of Ramsey had two-foot interval topographic mapping prepared for the southeastern quadrant of the City which is the area most rapidly developing. Topographic mapp[ng has been exu-emely useful to staff and developers. A charge of $15 per acre for mapping has been established and should result in a revenue of $21,823, which will offset the mapping cost of $30,000.
