Case #2: Transportation Impact Fees <br /> <br />City Engineer Jankowski reminded the Committee that a discussion was held at their last <br />muting r~garding transportation impact fees. Consensus of the Committee was to pursue <br />development of such a modification to thc City of R ~msey's current funding mechanism. <br />Council concm-m:t and direc~ Staff to prepar~ the necessary documents for modifying our <br />ordinances to adopt such a transportation impact f~ policy. Staff solicited material from <br />other cities regarding such a fee. Cites such as Savage add a charge onto their building <br />permiu. <br /> <br />Councilmembcr Z~mmcrman smtsd he would support'the id~ of some of the charges b~ing <br />on the building t:~rmit but felt that the devclopcr should should pay ail the charge. <br /> <br />City Administrator Schro~er pointed out the policy on page 211 of the agenda and <br />inquired if what Coundlmember Z~mmerman is saying is that he is in favor of such po[icy <br />but with some of thc charge going to thc building permit_ <br /> <br />Councilmember Zimmerman responded in the affirrrmtive. <br /> <br />Mr. Schroeder inquired then ff Councilmember Zimmerman also agrees with the amount <br />shown in the policy to which Councilmember Zimmerman replied, yes, it is not <br />outrageous. <br /> <br />Mr. J'ankowski stated that he did not recommend the amount being added t'o the building <br />permit. <br /> <br />Mr. £chroeder repeated that Councilmember Zimmerman has smd that the $500 .per <br />residential unit looks fine but some of that charge should be on the building perrmt - <br />predominant amount is on the developer, tie then suggested that maybe numbers shouldn't <br />be put in the policy but in the rotes and charges instead. <br /> <br />Mr. fankowski agree& <br /> <br />Councilmember Zimmerman commented that attorneys have stressed the importance of <br />jus~ying fees. <br /> <br />Motion by CouncLImember Beahen and seconded by Councilmember Zimmerman to <br />recommend Council adopt the proposed policy contingent upon redrafting language so that <br />the dollar mounts are left out and placed in the rates and charges Iist instead and to direct <br />the City Attorney to review City ordinances and prepare necessary ordinance change. <br /> <br />Motion can'/eA. Voting Yes: Councilmembers Beahen and Zimmerman. Voting No: <br />None. <br /> <br />Case #3: Charge for Topographic Mapping <br /> <br />City Engineer Jankowski st(ted that this case is ba~icalIy for informational purposes. He <br />summarized that in 1994, the City of Ramsey had two-foot interval topographic mapping <br />prepared for the southeastern quadrant of the City which is the area most rapidly <br />developing. Topographic mapp[ng has been exu-emely useful to staff and developers. A <br />charge of $15 per acre for mapping has been established and should result in a revenue of <br />$21,823, which will offset the mapping cost of $30,000.
