Councitmember Zirnmerm~n stated that the CiD' has worked a couple of years to get the DNR's blessing on this. The cost is higher, but he felt we should still go with this proposal. Mayor Hardin inquired about the cost. 'Mr. 3'ankowstd replied that with the addition of a bridge, he added about 30% to the cost Motion by Councilmember 7_/mmerman a. nd seconded by Councilmember Beahen to direct the Engineering Consultants to provide final plans for Sunwood Drive between Wood Pond H/Ils and Sunfish Lake Drive. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and Beyer. Voting No: Councilmember Peterson. Mr. Jankowski explained that he was directed to proceed with implementing a transportation impact fee. The proposed policy asks that each new development contribute a certain amount at the t/me the plat is recorded. The Road and Bridge Committee discussed whether or not it would be appropriate to establish a fee to be collected on the building permit and the Committee voted to recommend that It was directed that the policy be red.rafted so that a specific charge would not be shown. It would be set from time to time by Council as part of the rates and charges. It was also suggested this be reviewed by the City Attorney. Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to adopt the Transportation Impact Fee policy contingent upon red.rafting the language so that the dollar amounts are left ow and placed in the rates and charges list instead and that the City Attorney revScw City ordinances and prepare r_he necessary ordinance change. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmcrman, Beyer and Peterson. Voting No: None. City Engineer Jankowsld stated that a $15 charge per acm for mapping has been established in the City's Schedule of Rates, Fees and Charges which was adopted in November. This could result in revenue of approximately $22,000. Consensus of the Council was to place a request in the next budget to have topographical mapping eventually prepared for the entire City. Mr. Jankowsld stated that the Road and Bridge Committee received a status report on the Trunk Highway #10 Corridor Study. He solicited comment from Mn.DOT, Metropolitan · Council and the Anoka County Highway Department. He was informed that MnDOT has a moratorium on corridor studies but he (Jankowsld) emphasized the great ira. portance of this .study to the City of Ramsey. and that it is imperative that some acaon be initiated ~mmediately. Mr. Knutson of MnDOT agreed to reconsider and discuss internally MnDOTs participation Ie~,'eI. Mr. la.nkowski reported that he has heard nothing back from the Met Council or the Anoka County Highway Department. He stated this could b~ viewed as a largely technical exercise with minimal need of involvement from Coun-'~2, the Planning Commission, the Economic Development Commission and local cid -zea.~ He added that transportation issues seldom a_re strictly technical. In order to achieve balance between technical and policy aspects, he felt it is necessary to have some study reports.
