W]~AS, ~he city finds: · · 1. That new residential and new non-residential buildings impact the city by creating a nee.~ for additional colle0tor/arterial, streets and improvements to. said streets; and 3 o That it .is necessary to establish additional revenue sources for the construction and i~provement of the City's collec{or/arterial streets as a result of the i~pact of new non-residential buildings; and That an equitable method of obtaining revenue for the construction and improvement of collector/arterial streets is through additional building permit fees; W~EP~EAS, the city recognizes that .it is essential to the health, safety and welfare of the residents of the city and per.s, ons working in the city that its transportation systems safely and conveniently accommodate the traveling public; and W~E~EAS, it is the purpose of this Resolution to establish a system to create a revenue, source for the construction of new collector/arterial streets and the improvement of the city's existing collector/arterial street system; .~nd W~.P~EAS,. the city finds that the demand for 'transportation facilities within the.municipality is directly related to the density and intensi~' of development permitted and allowed within the City. More development ~eans a greater nhtmber of people and an increased de, and for transportation facilities and specifically collector/al-terial streets; and W~IEP~EAS, it is the policy of the City that new residential developments and non-residential buildings shall.pay an .impact fee for the purpose of creating revenue for the construction of new collector/arterial streets' and the improvement of the city's e~isting collector/arterial street system; and WI~EPGEAS, Section 8.01.03 of the city Code provides that building permit fees shall, be amongst other things, " .as the Council may deem necessary".
