Olson, PE <br /> Anoka County Engineer <br /> <br />REGARDINg: 1996-2000 5 Year Highway Improvement Plan <br /> <br />Please find enclosed, a copy of the 1996-2000 5 Year Highway Improvement Plan for <br />the AnokaCounty Highway Department. This Plan was adopted by the County Board <br />on April 25, 1995. The Plan also includes the 1995 component of the Highway <br />Department Budget for informational pur~.oses only. Much of this work is already <br />underway. The Plan also includes, a detmled listing for improvements to the Anoka <br />County Highway System for the years 1996 thru the year 2000. This document is to be <br />used only as a planning document and is not a commitment on the part of Anoka <br />County to fund projects in the year shown in the plan. No project is funded in the <br />Anoka County System until the budget is approved by the Anoka County Board in <br />December proceeding any budget cycle. For example, the 1996 component of this plan <br />will not be approved until December of 1995. However, the 5 Year Plan does give the <br />Department direction as to which projects should be pursued through the <br />Environmental design and Right-of-Way processes so that they can be constructed in <br />the year budgeted. <br /> <br />Please notice that this Plan is based on existing levels of funding and the assumption <br />that other interested parties will be able to fund their portion of the work in the years <br />budgeted. Several projects assume that additional outside funding will become <br />available and/or that Mn/DOT will have significant participation in some projects. <br />Lacking the participation of local units of government and/or Mn/DOT in any of those <br />projects would undoubtedly cause delays in the years anticipated for construction. <br /> <br />In determining the content of this 5 Year Plan, the Anoka County Board has <br />determined that the primary goal of the Anoka County Highway Department is first to <br />preserve the existing system against further deterioration. The second priority is to <br />manage the system which exists in the most efficient manner possible to the betterment <br />of the travelling public and the third area of emphasis is on expanding the Anoka <br />County HighW. ay System in an effort to keep up with public demand and the expansion <br />of road usage tn the Anoka County area.
