Olson, County of Engineer <br /> <br />1996-2000 5 Year Highway Improvement Plan <br /> <br />April 17, 1995 <br /> <br />Again this Spring, we have had the opportunity to review the Capital Improvement <br />Program Proposals from the Anoka County Highway Department as well as a proposed <br />5 Year Improvement Plan. It is becoming ever increasingly evident that funding ~s not <br />sufficient to: meet the needs and demands on the Anoka County Highway System. For <br />that reason Several adjustments have been made to this plan for 1996-2000. <br /> <br />Several major realignment projects have been removed from the 5 Year Plan, those <br />include: Rofind Lake Boulevard, north of CR 24; Hanson Boulevard, north of CSAH <br />#22; and L~xington Avenue north of CSAH #18. These projects have been removed <br />from the plan because it is evident that they would not be fundable in the foreseeable <br />future. <br /> <br />There are several Capital Improvement Projects which have remained in the plan which <br />are not totally funded at the time of its adoption. This plan assumes that additional <br />funding will 13ecome available for those projects in the near future utilizin~ bonding, <br />cooperative agreements with Mn/DOT, significant local government participation, or <br />other undefined innovative funding proposals. The demand on the Anoka County <br />Highway System is increasing rapidly as expansion in Anoka County as well as to the <br />north and west continues. S~gnificant portions of the System are showing the distress <br />caused by that increased usage and as in the past I would suggest that our orders of <br />priorities be as follows. <br /> <br />The primary goal of the Anoka County Highway Department should first be to preserve <br />the existing system against further deterioration. This can best be done by an aggressive <br />overlay program along with crack filling, reconstruction of existing facihties to.current <br />standards as funds are available, and a concerted maintenance effort to protect the <br />investment the County has made in these facilities. <br /> <br />I <br />I <br /> <br />The second priority should be to manage the system we have in the most efficient <br />manner possible: Several projects .in the past, under the leadership of Jane Pemble, <br />have resulted ~n significant savings to the travelling public through utilizing <br />Management Practices such as signal timing projects which improve the efficiency of the <br />roadways. <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
