The main disadvantage of this option is finding a person who is equally skilled in minute <br />processing and tape transcription and is willing and able to work a varying schedule with <br />a fluctuating work load. Another possible disadvantage is that unless hours are clearly <br />designated to a department, the person could be heed with conflicting priorities. <br /> <br />Another option, one that is preferred by the Police Department, is to split the hours and <br />hire a number of people to perform the duties. Then Police could hire someone whose <br />expertise and experience is in transcribing Police tapes, and Administrative Services <br />could hire someone whose primary expertise is in processing accurate, objective meeting <br />minutes and someone else at a lower hourly wage to do filing. The workload in both <br />Police and Administrative Services would be uneven. It may be easier to schedule a <br />contract employee for just the times when the work is available than it is to vary the <br />number of hours for a regular employee. It may also be easier to fred someone who is <br />highly skilled in one of these areas than it is to find someone who is equally skilled in <br />minute processing and tape transcription. <br /> <br />Recommendations <br /> <br />The 1,040 clerical hours are budgeted for 1996 at a total cost of $11,185 or $8.99 per <br />hour plus benefits. According to our best estimate, it appears that the best way to expend <br />the allocation is: <br /> <br />Allocate $2,880 for Police Department transcription services at the estimated level of 20 <br />hours per month at $12.00 per hour. <br /> <br />Allocate $5,592 for temporary part-time help in Administrative Services. This would <br />allow for approximately 40 hours per month to be split between recording secretary <br />duties and other clerical duties. <br /> <br />The remaining $2,713 should be retained in the budget in case there are additional unmet <br />clerical needs. By the end of 1996 we will have a much better idea of the number of <br />hours needed for both departments for 1997. <br /> <br />As soon as Administrative Services can hire someone to do commission minutes, the <br />Accounting Clerk should be excused from taking minutes at the Park and Recreation <br />Commission. <br /> <br />The Receptionist has requested a decrease in her hours. The part-time Secretary, who <br />was our previous Receptionist, has requested an increase in her hours.
