MEMORANDUM

DATE:

Mm:eh 8, 1996

TO:

FROM:

Mayor and City Council
Ryan Schroeder, City Administrator
Glyn Huff, Building Official
Steve Lutmer, Building Inspector
Jessie Hart, Finance Officer
Sylvia Frolik, Zoning Administrator
Steve Jankowski, City Engineer
Dave Chmielewski, Intern
Sue Matthews, Intern
Linda Walte Smith, Administrative Services Manager.~]~

Jim Gromberg, F_.eonomic Development Coordinat~r./Z"/

SUBJECT:

February Building Permit Activity

The City of Ramsey issued 21 new home permits for the month of February. This brings
to 34 the number of new home permits issued in the City of Ramsey during 1996. This
currently is 150 percent of the estimated construction for this period; if the City continues at
this pace, over 270 homes will be constructed this year. This will make 1996 the third
most active year ever for new home construction. At this rate, if it follows the normal
pattern of home construction, the City may eclipse the number of permits issued in 1993
(377). During the fa:st two months of 1993, we had issued only 19 new home permits.

The City has also issued permits for over 220,000 feet of commercialfmdustrial building
space. Thus far, this is the largest single year for construction of commercialfmdustrial
space in the City of Ramsey. A large influence on this number was the issuance of the
Anoka Electric Cooperative headquarters permit, which accounts for 185,000 square feet.
If this numbevis not included, the City should see the conslruction of over 121,000 square
feet of building area. With commercial/industrial property paying 2 - 3 times the taxes of
residential property, this new development should allow for a stable property tax base in
the future.

In addition, the City, with the cooperation of Anoka Electric Cooperative (AEC) and United
Power Associates (UPA), will be starting a marketing campaign for both the AEC Energy
Park and the :City's Business Park 95. The plan of this marketing is to speed the
development of both parks, limiting the investment in holding costs for both organizations.
If anyone knows of any companies that may be looking to expand, please let Ryan or me
know so that we may contact them and suggest a move to Ramsey.

If you have any questions or suggestions to these reports, please let me know.
