I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

CASE # c~
REQUEST FOR SITE PLAN APPROVAL OF LANDMARK COMMUNITY BANK;
CASE OF KKE ARCHITECTS
By: Zoning Administrator Sylvia Frolik

Background:

ICKE Architects have been retained by Johnson Holdings in Isanti to prepare a site plan for a 2,500
square foot bank! (Landmark Community Bank), to be constructed on the historic town hall site on
Trunk Highway g47.

Notification:

Site plans are not required to be subjected to public hearings. In addition, the surrounding parcels
are zoned for commercial uses and this development would have no peculiar impact on any
adjacent property. Therefore, no notice of the pending development to adjacent parcels was
deemed necessary.

Observations:

Through preparation of the site plan, it became apparent that the current north property line extends
into what should be the right-of-way for 142nd Avenue N.W. It was also anticipated that Mn/DOT
would require additional right-of-way along T.H. g47. In negotiating for redevelopment of this
site, the City agreed to replat the property to correct the 142nd Avenue and T.H. g47 fights-of-way
and separate the old town hall onto its own parcel.

The proposed project meets City Code requirements for zoning, lot coverage, setbacks,
architectural stan~dards, off-street parking, access, pavement and curbing. The plan needs to be
modified to identify the location and construction materials for a screened waste storage area.

City Code requires a 20 foot wide landscape area adjacent to all public roads. City Staff and the
Planning Commission support a reduction in the dimensional requirements for the landscaping in
order to achieve the more important right-of-ways necessary for 142nd Avenue and T.H. g47.

Drainage will be conveyed to a detention pond in the northeast comer of the site.

The Council reviewed the site plan on February 27, 1996 and by a 2/2 vote, the motion for site
plan approval failed. Councilmembers raised concerns regarding the development relationship
between the Landmark Bank and the Old Town Hall as it pertains to the possible need to
accommodate bus parking in the future. Enclosed for Council's review is a memo from Ryan
Schroeder in which evidence is provided to support off-site bus parking as a reasonable situation.
In addition, KKE Architects propose to have some information available for Council on March 12
regarding possibilities for accommodating bus parking. Council also raised concerns regarding the
sale price of the subject property. Mr. Schroeder's memo provides some detailed information on
comparable sales.

The following items are enclosed for your information:

a)
b)
c)
d)
e)

Site location map
Site plan
City Staff review letter dated January 31, 1996
Memo from Ryan Schroeder to City Council dated March 6, 1996
Proposed Development Permit
