We are also in receipt of a Floor Plan and Building Elevations prepared by Lampert <br />Architects dated February 9, 1996. The plan proposes to construct a bank on the east side of T.H. <br />#47 at 142nd Avenue N.W. (Lots 3 and 4, Block 1, River's Bend Plaza 3rd Addition). We offer <br />the following comments: <br />nin • The property is zoned Planned Unit Developmnet for which banks are a permitted use. <br />Access The site is proposed to have one access onto 142nd Avenue N.W. and one access onto <br />Xkimo Street N.W. A right -in only is also proposed from T.H. #47. The issue of accesses onto <br />T.H. #47 is one of the chief elements of the T.H. #47 Corridor Study which is currently being <br />finalized. It is the, recommendation of that report that such accesses be discouraged. A discussion <br />is presented supporting that policy (see pages 37 through 40 of the draft study which has been <br />' attached to this letter). Additionallly, where such accesses may be considered, they should not be <br />within 600 feet of an intersection or another access since this distance represents a ten second <br />reaction time for vehicles travelling 40 mph. This drive access would be located 320 feet from <br />142nd Avenue 4nd 200 feet from the access to River's Bend Plaza. The site plan has been <br />forwarded to WDOT for review and comment. <br />Lot Coverage: The site is 1.6 acres or 68,073 square feet in size. Lot coverage is restricted to <br />35% or 23,825 square feet; building coverage is proposed at 4,539 square feet. A possible future <br />expansion of 2,0Q0 square feet is noted on the site plan. The lot coverage restriction would not be <br />exceeded by such an expansion. <br />'li ' • The facility will be served by municipal utilities. <br />Setbacks: The structure is proposed to be located on the common property line between Lots 3 and <br />4. If this becomes problematic for some reason, a minor subdivision would be required to <br />eliminate the common property line and replat the property into one lot. It appears that the structure <br />is oriented towards 142nd Avenue.
