CASE #: <br />REQUEST FOR CONCEPT APPROVAL OF TOWNHOUSE PROPOSAL; <br />CASE OF SHERMAN ASSOCIATES <br />By: Zoning Administrator Sylvia Frolik <br />Background: <br />George Sherrpan of Sherman Associates has applied for site plan concept approval to develop <br />64 townhouse units on Outlot B of Sunfish Square. Sunfish Square is located at the northeast <br />corner of the. intersection of County Roads #116 and #56. <br />The following items are enclosed: <br />f <br />a) Site location map <br />b) Site plan <br />C) Landscape plan <br />d) Utilities Plan <br />e) Floor Plan <br />f) Building elevations <br />g) City Staff Review Letter dated February 21, 1996 <br />h) Planning Commission meeting minutes dated March 4, 1996 <br />Notification: <br />Although a public hearing is not required, City Staff attempted to notify residents of Sunfish <br />Square 1st and 2nd Additions and Hunter's Hill that the Planning Commission would be <br />reviewing the proposal for Outlot B in Sunfish Square on March 4, 1996. <br />j Observations: <br />A minor subdivision will be required to remove the outlot designation and render the <br />property buildable. The property consists of 8.7 acres and under Multiple Residential zoning <br />(15 units per acre), the property is eligible for 130 units; the developer is proposing 64 rental <br />units. Because the unit are rental, the plat will consist of one lot for all units versus 64 <br />separate parcels. <br />The proposal is for 29 2- bedroom units and 35 3- bedroom units, 3 of which will be handicap <br />approved. The units exceed minimum floor areas established by City Code and meet <br />required setbacks. The exterior finish on the units will be maintenance free aluminum siding <br />' <br />and asphalt shingle roofs. <br />A private road extension from 141st Lane on the east and 142nd Lane on the north is <br />proposed to provide access to the development. City Staff supports the private road concept <br />as it provides the opportunity for narrower pavement widths on the streets, which in turn <br />increases the amount of area available for additional off -street parking nodes, green space <br />and snow storage. <br />At the time Sunfish Square was platted, it was determined that the northeast corner of the <br />Multiple Residential parcel would be reserved for a drainage pond. It was also determined <br />that this area should be landscaped to create a natural buffer from some of the adjacent single <br />family homes. <br />f <br />
