1 <br />' CASE # 7 <br />REQUEST FOR SITE PLAN APPROVAL OF BANK FACHTY; <br />' CASE OF RIVERSIDE DEVELOPMENT <br />By: Zoning Administrator Sylvia Frolik <br />Background: <br />Riverside Development has applied for site plan approval of a bank facility to be constructed on <br />' Lots 3 and 4, Block 1, River's Bend Plaza 3rd Addition. The following items are enclosed for <br />your information: <br />a) Site location map <br />1 b) Site plan <br />C) City Staff review letter dated February 21, 1996 <br />d) Proposed Development Permit <br />' Notification: <br />Site plans are not required to be subjected to public hearings. In addition, the surrounding parcels <br />are zoned for commercial uses and this development would have no peculiar impact on any <br />adjacent property. <br />Observations: <br />The proposed project meets City Code requirements for zoning, lot coverage, setbacks, <br />architectural standards, waste storage and design and number of off -street parking spaces. <br />A right -in only is proposed to the site from T.H. #47. This access point is inconsistent with the <br />recommendations of the draft T.H. ##47 Corridor Study which seeks a long term reduction of the <br />1 number of access points along the highway to preserve its mobility function. Existing access <br />points are available 320 feet north and 200 feet south of the proposed access. The plan has also <br />been forwarded to Mn/DOT for review and comment, however, no written response has been <br />received at the time of this writing. <br />City Code requires a 20 foot wide landscape area adjacent to all public roads. For the most part, <br />this requirement is met along T.H. #47 and 142nd Avenue. However, if the expansion area is <br />developed as shown on the site plan, the landscape area along Xkimo is reduced to less than 10 <br />feet. It appears that there is more than ample off- street parking being provided for and elimination <br />of a couple of picking spaces in the expansion area will allow shifting that parking west and <br />providing for more landscape area along Xkimo Street. <br />In the event some type of residential use is developed on the east side of Xkimo Street in the <br />future, Staff is recommending that screening be established at this time along Xkimo Street. <br />' Staff is also recommending that the 5 foot wide sidewalk be continued from Mdmo south to T.H. <br />#47. <br />The Planning Commission reviewed the plan on March 4 and recommended approval of same <br />contingent upon Mn/DOT"s approval of the right -in only from T.H. #47, resolving the depth of the <br />' landscape area a acent to Xkimo at the time a facility expansion is applied for; and not requiring <br />the installation f screening along the east property line. In the opinion of the Planning <br />Commission, if the City decides to develop the property on the east side of Xldmo, such as senior <br />housing, then the City should be responsible for developing a screening plan from the adjacent <br />commercial uses. <br />9S <br />
