'1
I
I
I
I
I
!
!
I
I
I
i
I
!
I
I
I
I
I

extensive policy than Ramsey, while others have no written policy at all. Almost every policy
acknowledges unique and various snow storms and provides for some flexibility.

Councilmember Zi~mmerman stated that since the City went to each plow having a district, he feels
it is going much better.

Public Works Supervisor Mevissen reported that the City has always had that but there was not a
visible schedule available for people to see. He added that the snow plow policy has to be updated
changing the five mutes to six and the three cul-de-sac routes to five.

Councilmember Beyer inquired if there would be a need to look at more mutes in the future.

Mr. Mevissen reph,'ed yes as there is more development each year. We will be adding the loader
which will be equipped to take a snow plow mute. There is no need for an additional truck at this
time; however, there may be a need for a small pick-up or one-ton.

Councilmember Zimmerman inquired about the policy of removing ice ~uildup by stop signs.

Mr. Mevissen answered that as it warms up, they try to get the ice removed. In mai cold weather,
they try to keep it !sanded as much as possible. He expressed the need for a salt storage shed to
store some pure salt in; the 10% salt doesn't do anything.

Adminiswative Services Manager Waite Smith inquired of the helpfulness of better educating the
residents of the snow plow policy via the Ramsey Resident.

Discussion ensued pertaining to what could be included in that article for next year. Mr. Mevissen
was advised to get information to Ms. Waite Smith - including the policy, the goal, the miles of
streets, what is a collector street etc. The goal is to clear the streets within eight hours following a
storm. It is pretty much the policy to get the collector streets plowed before people have to leave in
the morning.

Motion by Councilrnember Zimmerman and seconded by Councilmember Beyer to table any action
on the snowplowing/sanding policies until more input is received from the rest of City Council.

Motion carried. Voting Yes: Councilmembers Zimmerman and Beyer. Voting No: None.
COMMITTEE INPUT

1) T.H. #47 Study

City Engineer Jankowski informed the Committee that he should be receiving copies of the draft
T.H. 4/47 study. W.-hen that occurs, he will give City Council a copy as well as sending a copy to
the library. There will not be any formal action taken on it until the County and MnDOT review it.
He speculated action in late May.

2) Sunwood Drive Plans

City Engineer Jankowski stated that the Sunwood Drive plans will be available for review.

Councilmember Zimmerman inquired if we were "on schedule".

Mr. Schroeder statext that the City closed with the Kuraks last Friday and construction is expected
this spring.

Road and Bridge

Committee/February 13, 1996
