Proposed Charter Amendment <br /> <br />Section 8.6 Sewer and Water Projects. This section applies to any local improvement <br />project authorized by the city council after the effective date of this section. It applies to the portion <br />of such local improvement projects applicable specifically to the extension of water and sewer <br />improvements. <br /> <br />8.6.1 Connection Policy. The owner of any property covered by Section 8.6 shall <br />be allowed to delay connection to municipal water and sanitary sewer for up to ten years <br />following the installation of the initial on site systems or for such longer period as may be <br />authorized by the city council. <br /> <br />8.6.2 Assessment Policy. If the residential property owner has petitioned against <br />municipal water and sanitary sewer pursuant to this chapter, the city shall defer <br />assessments attributed to municipal water and sanitary sewer construction for up to ten <br />years following the installation of the initial on site systems or for such longer period as <br />may be authorized by the city council. <br /> <br />8.6.3 Request for Urban Services. Property owners who remain on private sewer <br />and water Systems after urban services become available may request connection to urban <br />services at any time. Upon connection to urban services, an assessment may be levied <br />provided it is consistent with the original assessment. <br /> <br /> <br />
