I <br />I <br />I <br />I <br />I <br />I <br /> <br /> CASE # 4 <br />REVIEW I~ROPOSED ORDINANCE TO AMEND CHAPTERS 5 AND 9 OF <br />RAMSEY CITY CODE REGARDING PARKING AND STORING VEHICLES <br />AND EQUIPMENT IN RESIDENTIAL DISTRICTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Per Council's direction, the following concerns regarding the proposed ordinance to establish <br />regulations for parking and storing private and commercial use vehicles and equipment in the <br />residential districts were taken into consideration: <br /> <br />Some moans of preventing persons from converting a majority of their yard to a prepared <br />surface and inundating their property with vehicle storage. <br /> <br />Some means of preventing persons from storing vehicles and equipment for friends and <br />relatives. <br /> <br />Observations: <br /> <br />In response to Itam (a) above, language already exists in the proposed ordinance that prohibits the <br />parking and stori4ng of commercial vehicles and equipment in the front yard. Language was added <br />to prohibit parking and storing of private use vehicles and equipment in the front yard unless it is in <br />the driveway. As a follow-up, a definition for driveway is also proposed to be added to the <br />ordinance. <br /> <br />In response to Item (b), language was added to require that vehicles and equipment stored or <br />parked on a property are registered to persons residing on the property. <br /> <br />The ordinance as it is currently drafted is enclosed for your information. The amendments <br />described above are shown in bold print. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the ordinances as proposed and the scheduling of a public <br />hearing. <br /> <br />Council Action: <br /> <br />Motion to: <br />Accepth-eject the proposed amendments to Chapters 5 and 9 to establish regulations for <br />parking .and storing commercial and private use vehicles and equipment in the residential <br />districts and schedule a public hearing by the Planning Commission at their regular meeting <br />in May. <br /> <br />City Council: <br /> <br />4/23/96 <br /> <br /> <br />
