I
I
I
I
:1

I
I
I
I
!

I

November 13, 1995

Mr. Richard NYbeck
Anoka-Hennepi;n School District #11
11299 Hanson Boulevard
Coon Rapids, MN 55433

RE: RAMSEY ELEMENTARY SCHOOL EXPANSION

Dear Mr. Nybeek:

As you are aware, the City and school district have been working cooperatively for the past year to
address the issues involving the expansion of Ramsey Elementary School. One of the major
elements of the expansion has been the extension of municipal sewer and water service to the
existing school land its expansion. Water service has been made awil_~ble to the school as of
September 1, 1995 and sanitary sewer service was connected on October 16, 1995.

At this point, I would like to summarize the City's charges to the school associated with the
connection of these services.

SAC and WAC Fees

The SAC (Sewer Availability Charge) is a fee which is collected by the City to be paid to the
Metropolitan Council - Environmental Services Division. The charge is based on a current utility
rate of $850.00i per REC (residential equivalent). City policy requires a SAC handling fee of
$175.00 per REC. The City charges a WAC (Water Availability Charge) of $1300.00 per REC to
defray supply and storage elements of the water system. The City uses the ~me basis for
determining WAC units as Metropolitan Council uses for SAC units. The determination of the
number of RECq and associated charges for the school are as follows:

Existing Building 24 Classrooms
1995 Expansion 21 Classrooms
Total 45 Classrooms

45 classrooms x 30 students/rooms .2 'I8 students/REC =' 75 R_ECs

Met Council SAC Charge
City SAC Charge
City WAC Charge
Total SAC & WAC Charges

75x$850 = $63,750
75x$175 = $13,125
75 x$1300 = $97,500
$174,375
