The EDA shall have all powers given to an economic development authority pursuant to the Economic Development Authority Act, as the same may be amended or supplemented. 2.03 Boards and Commissions 2.03.01 Establishment. Subd. 1. Boards and Commissions. The City of Ramsey hereby establishes the following Boards and Commissions: Planning Commission Park and Recreation Commission Economic Development Commission Fire Board Horse Care Board Board of Building Appeals Board of Adjustment and Appeals Subd. 2. Purpose of Boards and Commissions. All Boards and Commissions created by this section shall be for the purpose of advising the City Council with respect to any municipal function or activity or to perform quasi judicial functions as designated herein and/or as designated from time to time by City Council Resolution. Subd. 3. Abolishment. The City Council may by ordinance abolish any Board or Commission created herein. 2.03.02 Appointment of Members, Terms of Office and Removal. Subd. 1. Nine Voting Members and Residence Requirement. Each Board or Commission will consist of no more than nine voting members in accordance with the City of Ramsey :Charter, all of whom shall be residents of the City of Ramsey. Members shall represent a broad range of interest in functions of the City. Subd. 2. Ex-Officio Members. The City Council may appoint, by majority vote, a council member(s) or city staff person(s) as ex-officio member(s) of any Board or Commission privileged to speak on any matter without a vote, and the ex-officio member(s) shall provide a liaison between the Board or Commission and City Council. Subd. 3. Appointment and Oath. Members of a Board or Commission shall be appointed by a majority vote of the City Council for staggered two year terms, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which a predecessor was appointed shall be appointed only for the remainder of such term. Each appointed member shall, before entering upon the discharge of duties, take an oath agreeing to faithfully discharge the duties of office. Subd. 4. Serve Without Compensation. All members of a Board or Commission shall serve without compdnsation. Board or Commission members may receive a stipend for expenses as established by resolution of the City Council. Subd. 5.
