In February, the City requested bids directly from three
vendors and advertised in the Anoka County Union. The bidders were:

E.F. Anderson representing Landscape Structures

$32,000

Flanagan Sales representing Iron Mountain Forge

$32,000

Value Recreation representing Playworld

$25,984

Each of the above bids included installation of the play equipment. Both E.F. Anderson and
Flanagan Sales met the "specifications". Value Recreation submitted an incomplete bid in that it
did not include a~ 72" slide, nor did it provide an amount for handicapped accessible surfacing. On
April 15, 1996, five members of the Park and Recreation Commission met and reviewed the three
proposals. The Commission recommended the Iron Mountain Forge proposal, noting that it had
all of the components requested and a variety of additional events. The Commission was most
impressed with the layout. The structure was circular in design versus a linear one, allowing
children to choose different routes through the play equipment.

The City has three contemporary Iron Mountain Forge structures as well as one Playwofld
structure in use. Both products have performed satisfactory.

Staff supports the Park and Recreation Commission's recommendation to the Finance
Committee/City Council.

(~NTRAL PARK ATHLETIC FIELD LIGHTING

As you may recall, the Park and Recreation Commission's request for comment period for 1996
improvements t° Central Park included the March 14, 1996 regular meeting. No new requests
were received from those addressed in the Park's budget that Council approved on February 27,
1996.

A request for bid~ for lighting softball fields #3 and #4 was advertised in the Anoka County Union
as well as the Builders Exchange and Dodge Reports - both local construction bulletins.

In order to facilitate the project's completion for the spring and early summer softball season, the
contractor(s) must receive a confirrnation of order as soon as possible. It is expected that if this
occurs the week of April 23, 1996, the ballfield lighting can be completed by June 1, 1996.
