A right-in only is <br />proposed to the site from T.H. //47. The T.H. 4/47 Corridor Study discourages accesses from <br />#47, therefore, the plan has been forwarded to MnDOT for review and comment. City Code <br />requires a 20-foo?wide landscape area adjacent to all public roads, and for the most part, this <br />requirement is met along T.H. g47 and 142nd Avenue. However, if the expansion area is <br />developed as outli~ed on the site plan, the landscape area along Xkimo is reduced to less than 10 <br />feet~ It appears there is more than ample off-street parking being provided for, and elimination of a <br />couple of parking ~paces in the expansion area will allow shifting that parking west and providing <br />for more landscape area along Xkimo Street. Staff recommends screening be established along <br />Xkimo Street to Iiuffer any future residential development on the east side of Xldmo. Staff also <br />recommends the developer be required to continue the 5-foot sidewalk from Xkimo south to T.H. <br />#47. <br /> <br />City Engineer Jankowski discussed the drainage as outlined in Staff Review Letter dated February <br />21, 1996, conclu.ding that he foresees no drainage problems. Mr. Jankowski expressed some <br />concern with the access off T.H. #47, noting that this is going to be an issue consistently with <br />development on T.H. 047. He reported that MnDOT has not yet responded to the plan. <br /> <br />Commissioner Degmer questioned whether the Planning Commission could refer this to MnDOT, <br />and Mr. Jankowsl~i responded yes. <br /> <br />Rick Foster, reprosenting Riverside Development, stated that he has contacted Bill Warden, the <br />Right-of-Way Enllineer for MnDOT, and Mr. Warden advised that he sees no problem with the <br />access. With reg~d to Staff's recommendation of establishing screening on Xkimo to buffer <br />future residential development to the east, Mr. Foster noted that there is currently a pumphouse and <br />park there. He als0 commented that Riverside Development contributed that land to the City in the <br />early 1980s, and it was his understanding that it would be for City use. He also stated that he <br />would like to address the parking situation when they come back for the expansion. <br /> <br />Commissioner Deemer questioned the City's use for the property to the east of Xkimo Street. <br /> <br />Mr. Jankowski stated there has been some discussion about senior housing being a possibility. <br /> <br />Commissioner Deamer inquired whether the City plans to build the high rise, and own it. <br /> <br />Mr. Jankowski replied "possibly not." <br /> <br />Commissioner Deemer saw no need for the screening, suggesting that the City should pay for it if <br />they decide to develop that land for residential use. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holland to recommend that City <br />Council grant site Plan approval to Riverside Development, based on discussion and contingent <br />upon compliance with City Staff Review Letter dated February 20, 1996. <br /> <br />Further Discussion; Commissioner Deemer inquired whether this includes the access if approved <br />by MnDOT, and Commissioner LaDue responded aff'u'matively. <br /> <br />Motion carded.
