All references indicated that their crews needed a great deal more construction
observation than most contractors and that their work pace tends to be slow.

My opinion, based on the aggregate summary of references I contacted, is that Kadlec Excavating
is capable of undertaking a project the size of FOX KNOLL 2ND ADDITION and w/il be able to
complete the project in a satisfactory manner. I strongly recommend that full time construction
observation be provided for ali times that Kadlec Excavating is working on this project and that the
construction progress on this job be closely monitored for adherence to the construction schedule
to be submitted at the pre-construction meeting. The contractor should also be made fully aware
that liquidated damages will apply on this project for any work completed beyond the completion
date. Based on the merit of the low bid and assuming that full time inspection will be authorized
for this project, I recommend award to Kadlec Excavating of Mora, Inc.

If you have additional questions or would like additional investigation to take place on this
contractor's background please let me know. I will be in attendance at the Council Meeting on May
14, 1996 to answer any questions that/he Council or staff may have.

Sincerely,

on, P

JC'BFojh

CC:

Kadlec Excavating
Res~dent/aI Development Inc.

File: 7112.20-03
