Olson, PE
County Engineer

Proposed 1997-2001 Five Year Plan

April 17, 1996

It is with great pleasure that I present to you the proposed I997-2001 Five Year
Highway Improvement Plan for Anoka County. Since the development of the 1996-
2000 Five Year Highw_a~, Improvement Plan, several significant changes have occurred
~n the Anoka County Highway System which will have a positive affect on the future
maprovement of that system.

First, during 1995 Anoka County submitted a request for additional State Aid m/les to
the State Aid Screening Board. An additional 34.815 miles of County State Aid
Highway was originally requested and after adjustments to the system, approximately 17
miles were added to the Anoka County State Aid System. Routes addedduring this
process include CR 116 (Bunker Lake Btvd.) from Lexington Avenue to CR 57 along
with that part of CR 57 from CR 116 south to TH 10, CR 83 (Armstrong Blvd.) from
TH 10 to County- State Aid Highway Number 22, CR 7 (Rum River Blvd.) from County
State Aid HighwaY Number 27 to County State Add Highway Number 22, CR 78 from
County State Aid Highway Number 20 to County State Aid Highway Number 22, and
Apollo Drive (CSAH 12) from CR 53 to TH 49. Segments d,eleted from the County
State Aid Highway System as a result of the Screening Board s action include CSAH 10
(North Road) from CSAH 17 to TH 49 and CSAH 27 from TH 49 to CSAH 7~ These
exchanges should have a positive impact on the Anoka County share of the State Aid
allotments for the years 1997 and beyond.

Secondly, close monitoring and careful attention to detail by Jane Pemble in the
completion of the Needs Study, reinstatement of segments which were constructed 25
years or more ago, and submission of after the fact needs for such items as right-of-way
and traffic control devices, has resulted in a significant increase in the mount of State
Aid dollars available to Anoka County. Through the efforts of Jane Pemble, Anoka
County received approximately $941,000 of additional State Aid in 1996 over the
amount received in 1995.

Affirmative Action / Equal Opportunity Employer

I
.I
!
!
I
I

I
I
!
I
i
I

I
I
I
I
