I <br /> I <br /> I <br /> I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />i <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />A POLICY FOR THE DETERMINATION AND UTILIZATION <br /> OF THE TRANSPORTATION IMPACT FEE <br /> <br />~grD_O. li.C, Li..0~ : The City of Ramsey has adopted legislation creating the establishment of a <br />transportation impact fee which is to be collected upon subdivisions platting and issuance of <br />building permits~, Thc purpose of the fee is to establish a funding source for addressing the <br />financial impacts caused by development to the arterial and collector road system. The purpose of <br />this policy is to def'me how the transportation impact fee amount is determined and what <br />transportation improvements shall be eligible for funding from the revenues derived from the <br />transportation impact fee. <br /> <br />Determination ~ of Imoact Fee: It is the intent of this policy that the revenue generated from <br />this fee bear a cldse relationship to the cost of the transportation impacts caused by development. It <br />is also the intent 0fthis policy that the impact fee bear a close relationship to trip generation rate of <br />· individual land t/scs. An analysis of transportation costs and traffic projections shall be prepared <br /> periodically. This analysis shall be used to set the transportation impact fee. <br /> <br />Use of TransgOrtation Im0act Fee Fund: The transportation impact fee fund shall be used <br />to fund only tho~e transportation improvements on State and County highways located within the <br />City and on Cigt roadways designated as MSA or collector thoroughfares. In addition, the <br />fundable improvement must be primarily needed because of additional traffic generated by <br />development. Maintenance projects or reconstruction projects not primarily related to the need for <br />addinonal capacuty would not be ehgnble for funding from this source. Specific transportation <br />elements which Would be eligible for transportation impact fee funding would include: <br /> <br />ConstruCtion of non-existent MSA and collector streets <br /> <br />Acquisition of right-of-way necessary for the construction of non-existent MSA or collector <br />City streets. Also the acquisition of additional right-of-way along State and County <br />roadways where current right-of-way is non-existent or insufficient. <br /> <br />The signalization of arterial and collector intersections <br /> <br />The cons. traction of on-road trails identified on the City's park and trail plan. Eligible trails <br />shall only be those along State, County, City MSA or collector thoroughfare which provide <br />safe pedestrian travel separated from the roadway. While the trail need not be wholly <br />contained within the right-of-way, it must be sufficiently parallel with the roadway to direct <br />the majority of pedestrian traffic from the roadway. <br /> <br />Final determination of the eligibility of a project or a transportation element for credit by a <br />development shall be made by the City Council. <br /> <br />/jmt <br />@Jo/Policies <br /> <br /> <br />
