AFSCME 1996-1997 CONTRACT RATIFICATION <br />By: Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />The City's negotiating team and representatives of AFSCME Council 14 Local 2454 have <br />negotiated an employment agreement that covers the period of January 1, 1996 through <br />December 31, 1997; <br /> <br />Effective January 1, 1996, the contract provides for a 2% general wage adjustment for each <br />covered employee :and a step increase pool of 3% to be divided among covered employees <br />according to their years of service and relationship to salary class maximums. Effective January <br />1, 1997, each covered employee will receive a 2% general wage adjustment and a step increase <br />from a 3% pool. <br /> <br />The contract eliminates HEO pay in exchange for adding $.55 per hour to the 1996 wages of <br />Public Works Maintenance Workers on staffas of January 1, 1996. <br /> <br />The contract also provides a $22 per month increase in the City's contribution to family health <br />care coverage (making it $312 per month), effective August 1, 1996 and a $22 per month <br />increase (making it $334 per month), effective August 1, 1997. <br /> <br />Finally, the contract provides that during 1996 and 1997, the person currently filling the position <br />of Enviromnental Specialist will accrue vacation and sick leave benefits prorated on the hours <br />worked. <br /> <br />This contract costS slightly more than the LELS package in 1996 and slightly less than the LELS <br />package in 1997.~ It increases the minimum pay levels within the compensation plan to 74% of <br />class maximum. It does not increase the class maximums. After this contract, the AFSCME <br />group will have an average rate of pay at 91.9% of class maximums with an average tenure of <br />7.53 years. This 6onforms quite closely with Council's adopted wage policy. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends that the 'Personnel Committee recommend that the City Council adopt the <br />attached resolution approving the negotiated' 1996-1997 labor agreement between the City and <br />the Amercian Federation of State, County and Municipal Emploxees Council 14 Local 2454. <br /> <br />City Administrator ,ii ~, ~i~,-5' ~ <br />Administrative Services Manager "' ',,. ~k~ ' ¥/ <br />PC 05/28/96 <br /> <br /> <br />
