That the Applicant has applied for a conditional use permit to operate a foster home in the single family district that will accommodate up to eight (8) youth. I0. tl. 12. 13. 14. 15. 16. 17. 18. That the subject property is surrounded by R-1 Rural Residential zoning. That the Applicant and his spouse will reside in the home as the foster parents. That the Applicant is required to be licensed through the State, County, and sponsoring agency. That as a part of the licensing procedure, the foster home is initially and regularly thereafter inspected for compliance with State and County criteria and standards (physical, social and environmental) for such facilities. That the State and County have the responsibility to ensure that the on-site improvements (septic, drainfield and well) are in compliance with codes for the amotmt of person s residing on the property. That the Applicant has previously operated a group foster home in the City of Shoreview. That the Shoreview Police Department has indicated to Ramsey City Staff that from May of 1993 to May of 1994, their department received 15 calls to the Applicant's residence; 14 were classified as domestics and one was a noise nuisance. That the Ramsey Police Department has indicated that from 1/20/95 to 1/8/96 there have been 5 domestics, 2 assaults, 4 damage to property, 5 runaway, 2 false alarm, t dog, 1 outdoor fire, 1 illness, and 1 offender registration incident reports generated from the subject property. That the addition of two youth at the residence will not be unduly dangerous or otherwise detrknental to neighboring residences. That the addition of two youth at the residence will not substantially adversely impair the use, enjoyment or market value of any surrounding property. That the addition of two youth at the residence will be operated and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity and the addition of two youth at the residence will change the essential character of the area. That the addition of two youth at the residence will not be hazardous or disturbing to existing or future neighboring uses. I I I I I I I I I I I I 19. 20. That the addition of two youth at the residence will be served adequately by essential public facilities and serv/ces such as schools, parks, streets, police and £~e protection.
