That the Applicant has applied for a conditional use permit to operate a foster home <br />in the single family district that will accommodate up to eight (8) youth. <br /> <br />I0. <br /> <br />tl. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />That the subject property is surrounded by R-1 Rural Residential zoning. <br /> <br />That the Applicant and his spouse will reside in the home as the foster parents. <br /> <br />That the Applicant is required to be licensed through the State, County, and <br />sponsoring agency. <br /> <br />That as a part of the licensing procedure, the foster home is initially and regularly <br />thereafter inspected for compliance with State and County criteria and standards <br />(physical, social and environmental) for such facilities. <br /> <br />That the State and County have the responsibility to ensure that the on-site <br />improvements (septic, drainfield and well) are in compliance with codes for the <br />amotmt of person s residing on the property. <br /> <br />That the Applicant has previously operated a group foster home in the City of <br />Shoreview. <br /> <br />That the Shoreview Police Department has indicated to Ramsey City Staff that from <br />May of 1993 to May of 1994, their department received 15 calls to the Applicant's <br />residence; 14 were classified as domestics and one was a noise nuisance. <br /> <br />That the Ramsey Police Department has indicated that from 1/20/95 to 1/8/96 there <br />have been 5 domestics, 2 assaults, 4 damage to property, 5 runaway, 2 false alarm, <br />t dog, 1 outdoor fire, 1 illness, and 1 offender registration incident reports <br />generated from the subject property. <br /> <br />That the addition of two youth at the residence will not be unduly dangerous or <br />otherwise detrknental to neighboring residences. <br /> <br />That the addition of two youth at the residence will not substantially adversely <br />impair the use, enjoyment or market value of any surrounding property. <br /> <br />That the addition of two youth at the residence will be operated and maintained so <br />as to be harmonious and appropriate in appearance with the existing or intended <br />character of the general vicinity and the addition of two youth at the residence will <br />change the essential character of the area. <br /> <br />That the addition of two youth at the residence will not be hazardous or disturbing <br />to existing or future neighboring uses. <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />19. <br /> <br />20. <br /> <br />That the addition of two youth at the residence will be served adequately by <br />essential public facilities and serv/ces such as schools, parks, streets, police and £~e <br />protection. <br /> <br />That the addition of two youth at the residence will not create excessive additional <br />requirements at public cost for public facilities and services. <br /> <br />I <br />I <br /> <br />I! <br /> <br /> <br />
