I I I I I I i CASE METROPOLITAN LIVABLE COMMUNITIES By: Ryan R. Schroeder, City Administrator Background: As Council is aware, legislation was passed in i996, which required the Metropolitan Council to initiate an effort called Metropolitan Livable Communities. On October 24, 1995, Council passed Resolution #95-10-244 agreeing to participate in this program but expressing reservations. On December 12, 1995, Council passed Resolution ~t95-12-278 which set targets for housing type and affordability. The next required action is to prepare an action plan for reaching the targets that were set in December. There~are not any target dates for reaching these goals. The intent, in the alternative, appears to be setting forth a program which details the type of activities the City will entertain toward achievement of the identified targets. Enclosed is a draft document intended to fulfilI the requirements for the action plan. This plan does not amend the targets which Council set in December but instead provides some detail of potential activities surrounding these targets. Included are sections on: General Housing Goals; Housing Affordability; HoUsing Diversity; and Neighborhood Quality. The MetropolitanlCouncil has requested consideration of an Action Plan by June, 1996. It appears that this means the Plan does not need adoption at this meeting unless Council is so inclined. We expect that the pl~ha proposed here will be representative of that proposed by other communities in that this plan incorporates ideas from existing plans (from other cities). These ideas have been amended to fit the Ramsey experience. Council Action: Motion to adopt the Livable Communities Action Plan. - or - Motion to review, the plan and provide direction to staff.
