I <br />I <br />I <br /> <br />Case #16: Report from Personnel Committee <br /> <br />1) Probationary Review of Senior Accountant Diana Lund <br /> <br />Finance Officer Hart explained that Senior Accountant Diana Lund has completed her six- <br />month probationary period for new employees and has received a positive review. <br /> <br />Motion by CoUncilmember Beahen and seconded by Councilmember Peterson to retain <br />Diana Lund as a full-time regular employee effective December 1, 1995. <br /> <br />Motion carded, Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />2) Drug :and Alcohol Testing for Employees Required to Hold <br /> Commercial Driver's License <br /> <br />Finance Officer Hart reported that the Federal Omnibus Transportation Employee Testing <br />Act of 1991 requires drag and alcohol testing of employees driving motor vehicles in <br />safety-sensitiva functions. The City has already completed some training with regard to <br />this and Staff isl requesting approval to contract with Kerr Transportation Services. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to approve <br />contracting wi.th Kerr Transportation Services, Inc. to provide the necessary services to <br />comply with Federal Regulations for drug and alcohol testing. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to grant <br />preliminary aptiroval of Federal Omnibus Transportation Employee Testing Act and Related <br />Regulations Implementation Po.licy upon a positive review by the City Attorney and that it's <br />made certain it is in compliance with MnDOT. <br /> <br />Motion carried-. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />3) 1996 Environmental Services <br /> <br />City Administrator Schroeder explained that there was not a line item on the 1996 budget <br />for Environme~ntal Services. Council had asked that this issue be reviewed. During the <br />discussion of Case #1, this was taken care of. No other action is necessary. <br /> <br />4) Request of Linda Mayer to be Removed from Minute Taking <br /> <br />City Administrator Schroeder stated that Linda Mayer had previously asked that her job <br />description be; reviewed - especially with regard to taking minutes for the Park and <br />Recreation Commission. The Personnel Committee voted to table action on this issue until <br />the January meeting. <br /> <br />Case #17: .Schedule Workshop <br /> <br />City Administrator Schroeder stated that, last summer, Council asked that a training be <br />organized to talk about conflict of interest issues, team building, etc. He announced that <br />such session had been organized and can be scheduled for either January 6 or 13. <br /> <br />City Council/December 12, 1995 <br /> Page 15 of 17 <br /> <br /> <br />
