Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson. VotingNo: None. <br /> <br />Case #20: R~quest for Preliminary Plat Approval of Pondview; Case of Good <br /> Value Homes <br /> <br />Zoning Administrator Frolik stated that the 'proposed preliminary plat requested approval of 149 <br />residential lots with two accesses onto County Road #116 and one access onto County Road #56 <br />The developer hM modified the rezoning request which would reduce the amount of property to be <br />rezoned to residential and retain some industrial property adjacent to County Road #56. The <br />developer has als~o made some modifications to the plat which consist of dead-ending 147th <br />Avenue at the east boundary of the industrial parcel and extending Limonite Street north to 149th <br />Lane in Peltzer Addition as a through street. <br /> <br />John Peterson, Good Value Homes, stated he really does not want to do both the connection of <br />147th and County Road #56 and 149th to Limonite. He felt that if 147th is done as a through <br />street, it does limit the flexibility a bit on the commercial piece. He realized this would go back to <br />the Planning Commission, but he was interested in Council's feelings on the accesses. <br /> <br />City Attorney GoOdrich, concerning a new public hearing on the plat, stated that if it changes the <br />traffic pattern as it affects the actual development, it would be in the best interest to have another <br />public hearing. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to send this <br />preliminary plat back to the Planning Commission to conduct a public hearing to make sure all <br />residents in the area have the opportunity to give their points of view. <br /> <br />Further discussion: Councilmember Peterson inquired if Council is recommending where the <br />roads should go.: Councilmember Zimmerman stated he has no problem with the plan the way it <br />is. Councilmem[!er Peterson stated that would be extending Lirnonite north to 149th and would <br />that be Council's !ecommendation, even if the County didn't like it. Councilmember Zimmerman <br />replied affmnativ¢. Councilmember Zimmerman stated an extension to 147th to County Road #56 <br />should become p~a't of the plat. John Peterson stated if it were approved the way it is (147th <br />terminating at we~.t boundary of residential property), the developer of the commemial strip would <br />have more control, and flexibility as to where the access goes. He was hoping he would not have <br />to build both these roads and suggested getting a recommendation from the Planning Commission. <br />He stated what he really wants is to terminate 147th at the boundary of the industrial parcel and <br />extend Limonite tO 149th, but that's going against the County recommendation. If Cotmcil wants <br />147th extended to the County Road, then he really does not want to extend Limonite to 149th. <br />Councilmember Peterson inquired if the motion suggested anything. Councilmember Zimmerman <br />replied that it suggests that John Peterson build the 147th out to County Road//56 and Limonite to <br />149th. Ms. Frolik stated that the Planning Commission has recommended that Mr. Peterson not <br />construct Limonite as a through street to 149th. Councilmember Zimmerman felt that 149th is <br />needed for access: Councilmember Peterson stated he would rather send this back to the Planning <br />Commission without a recommendation. <br /> <br />Amendment by ¢ouncilmember Zimmerman and seconded by Councilmember Beyer to extend <br />147th Avenue west to connect with County Road #56 and Limonite north to intersect 149th. <br /> <br />Motion failed.
